(703) 875-5816 The U.S. Department of State, Office Of Acquisitions,
Simplified Purchasing Branch seeks to identify responsible potential
sources for cargo handling service. This is not a request for proposal.
Cargo Handling Services for the Miami Regional Diplomatic Courier
Division for a period of one year, estimated to commence on April
1,2000 through March 31, 2001. Cargo Handling services include the
following scope of work: (1)Number of Personnel Required -- Two (2),
(2). Work Schedule -- Every Wednesday morning from 0600 until 1000
hours with occasional irregular work schedule upon twenty-four hours
notice. Changes in work schedule may include a change of day or
cancellation of routinely scheduled Wednesdays. (3)Work to be performed
-- Unloading of heavy diplomatic and crate pouches from United Parcel
Service airline containers and pallets at the Department of State's
Diplomatic Courier vault facility at Miami International Airport. Pouch
material shall be stored, stacked and positioned about the vault
facility by contract personnel at the direction of on-site State
Department personnel. (4) Contractor shall provide a mechanized
conveyor belt to allow for loading and unloading of material from the
airline containers and/or pallets. (5) Government security clearance is
not required. However, contract personnel performing these duties shall
have proper airport clearances and identification to operate on the
tarmac side of the airport. (6) Contract personnel must be prompt and
dependable. The Miami Diplomatic Regional Couriers work according to
airline schedules and must have supporting contract personnel on
schedule at the appropriate location, ready to perform work tasks. When
submitting your capabilities please provide documentation of past
performance and experience. Submissions must be sufficient information
to permit agency analysis in order to establish that the business
actually has the capability to meet the service requirements. The
Office of Acquisitions must receive submissions at the address above no
later than (15) days after publication of this notice. This is not a
request for proposal. As a result of analyzing responses to this
synopsis, the contracting officer may determine that a solicitation
will be issued. If a solicitation is issued, no additional synopsis
will be published. Any such solicitation will be a 100% total set-aside
for small business and will be issued to the vendors that resond to
this synopsis to Cargo Handling Services Sought or otherwise request a
