This solicitation will be issued on a best value basis with technical and price proposals required. Technical proposals will be evaluated on the factors listed in the solicitation and will include past performance in similar work, performance narrative and project schedule. Offerors will be required to submit proposals for two separate performance periods: all work complete by June 9, 2000 and all work starting after September 4, 2000. The work includes all labor, materials, equipment, transportation and supervision to repair the existing base swimming pool. Work is required to bring the swimming pool, building 47, into proper operation and compliance with the NAVMED P-5010-4. The current system is inadequate and will require the following changes to the pool: *Reroute pool return piping by boring through the sidewall of the pool in order to connect and reroute the pool return piping to the circulation pump. Please note, there are 2 pool walls to bore through, since there is a pool inside of a pool. New piping shall be used. *The circulation pump shall be evaluated for adequate size, if not adequate replace with a pump of adequate size for this pool configuration and for compliance with NAVMED-5010-4. Pool gutters shall be made operational and gutter drain piping shall be rerouted to pump/drain. *Replace piping from pump to filters, heater, and chlorinator. *The filters shall be evaluated for adequate size and working order, if not proper, they shall be replaced with appropriate sized filters and compliance with NAVMEDP-5010-4. *Replace all supply lines from the filters to the outlets in the pool and baby pool. *The baby pool shall be made operational. Must be connected to the filter system including installation of a level control drain. Replace valve in piping of bottom drain. All piping used shall be new and of the appropriate size to provide the proper turnover rate. The contractor is responsible for ensuring the entire circulation system is operational and properly sized for the pool. Bid items will be requested for: Replacement of pool heater and Installation of permanent pool liner. Time for completion will be based upon the successful offerors proposed schedule. Cost Range is $25,000-$100,000. This proposed contract listed here is a Small Business Set-Aside. The Sic Code is 1711 and Size Standard is $7.0 million.
