E-MAIL: Michelle L. Vial, michelle.vial@mail.dfrc.nasa.gov. NASA/DFRC plans to issue a Request for Quotation (RFQ) for six (6) RS-422 Vivisun 5000 Electro-Optical Displays. This procurement will be conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase these items from the manufacturer, Aerospace Optics, Incorporated of Fort Worth, Texas in accordance with FAR 6.302-1, Only One Responsible Source (10 USC 2304(c)(1)). Due to the flight critical nature of this system, extensive testing was performed to determine the flight worthiness of this system. The RS-422 Vivisun 5000 system is the only system which has been tested to be flight worthy. The time and cost required to complete this testing for other systems would be too costly and would delay the Autonomous Flight Formation Program. The Government intends to acquire a commercial item using FAR Part 12. The Standard Industrial Classification (SIC) code and size standard are 3812 and 750 employees, respectively. The DPAS rating for this procurement is D0 A-1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. PST on April 18, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
