This notice is to advise industry of a Request for Proposal (RFP) of a U S Army requirement for accelerating the EPLRS RT's deliveries on a current full rate production contract DAAB07-97-C-C775 with Raytheon System Company (RSC), Fullerton CA. A sole source negotiation with Raytheon System Company (formerly Hughes Aircraft Co.) is proposed for this Acquisition pursuant to FAR 6.302-1(b), only one responsible source. The Government does not posses adequate technical data to define the performance or interface requirements for EPLRS that precludes a competitive acquisition. RSC is the developer, manufacturer and current supplier of the various EPLRS configurations. This acquisition is for an additional Line Item to be added to this contract for additional non-recurring effort to increase the EPLRS RT production rates. These non-recurring expenses shall be based upon additional test equipment, facilities and subcontractor factilization to support the increased production rate. A firm fixed price line item is proposed to provide for incentive payments to the Contractor for every fifty (50) EPLRS ADDSI RTs delivered in advance of the current contract delivery requirements. For the purpose of calculating the incentive payments under this line item, the ADDSI RT contract delivery requirements shall be based on the cumulative delivery quantities required as of 30 April 2000.
