Cancer Institutes (NCI) plans to procure a Elutriation System in
accordance with the simplified acquisitions procedures authorized in
FAR part 13. This announcement constitutes a combined
synopsis/solicitation and a separate written solicitation will not be
issued. This solicitation incorporated applicable provisions and
clauses in effect through FAR 97-15. This solicitation is a set-aside
for small business. The Standard Industrial Code (SIC) is 3826, and the
business size standard is 500. A elutriation system is needed by a NCI
investigator for a new lab studying DNA replication. It is essential
to use a reliable non-perturbing procedure to isolate large quantities
of cells at different phases of the cell cycle. The elutriation system
shall meet the following specifications: (1). The system shall include
a refrigerated centrifuge modified for elutriation, ie includes a
strobe light assembly on its door that allow observations of samples
during centrifugation. (2). The centrifuge shall include specialized
tubing to connect the rotor with an outside collection chamber. (3).
The elutriator rotor shall allow separation and collection of size
fractionated cell fractions. (4). The rotor shall be able to achieve
20,0000 rounds per minute (shall be controllable in 100 rpm increments)
and shall have 40 ml chambers (6 liter maximum capacity). (5). Running
temperature shall be adjustable and friction should be minimized using
a fiction reduction system. (6). The system shall include a
programmable microprocessor for real time control of the separation
process; it shall be flexible and allow storage of user defined
programs. (7). Training and installation shall be performed by the
manufacturer authorized personnel in order to guarantee smooth
operation of the equipment. Offerors shall demonstrate that their
offered products meet the specifications. Offerors must provide
descriptive literature, warranties, and/or other materials in
sufficient detail to demonstrate that their offer meets the foregoing
requirements. The anticipated purchase order will be awarded to the
responsible offeror with the lowest-price offer that fully meets the
requirements of this solicitation. The solicitation incorporates the
NCI, Representation, Certification, and Other Statement of Offerors or
Quoters (Simplified Acquisitions). The resulting contract will
incorporate FAR clause 52.213-4, Terms and Conditions -- Simplified
Acquisition. Full text copies of the above documents may be obtained

that is signed by an authorized representative of the offeror and
includes a complete "Schedule of Offeror Supplies/Services." The offer
should included a fixed price for equipment, delivery, installation,
training, and other applicable charges. In addition to the
aforementioned descriptive literature, offers must also be accompanied
by a completed and signed NCI Representation, Certifications, and
Other Statement of Offerors or Quoters (Simplified Acquisition). Offers
and related materials must be received in this office by 1:00 P.M. EST
(local Washington, D.C. time) on April 19, 2000. No collect calls will
