Fleet & Industrial Supply Center Puget Sound (FISCPS) intends to procure materials and Technical Representative Services for the upgrade of the JP-5 Fuel Control Console aboard the USS Abraham Lincoln (CVN-72). The upgrade will be accomplished on both the FWD and AFT Consoles. The existing equipment is a product of Gems Sensors Inc. Materials consist of 56 different line items. The Technical Representative Service effort will include inspection, evaluation and pre-mod testing on the existing Console condition and its operation of the JP-5 Fuel Tank Level Indicating Control (TLIC) System. Installation of the upgrade will include removal of the old equipment, preparation of the console as required, and install as required for new Digital Bargraph Display, LED Indicators, miscellaneous materials and Control Cards to interface with existing Gems Sensors Tank Level Indicating or Radar Tank Level Indicating equipment installed on the JP-5 Tanks. Upon installation completion, JP-5 TLIC system Operational Testing and System Certification will be performed. Material delivery schedule is 26 Sep 00, at North Island Naval Air Station in San Diego. The required period of performance for the Tech Rep Service is 10 Oct 00 through 4 Jan 01, at North Island Naval Air Station in San Diego CA. Inspection and acceptance is at destination, FOB Destination. The Government intends to solicit, negotiate and award on a sole source basis with Gems Sensors Inc., 1 Cowles Road, Plainville, CT 06062-1198. The Government is unable to provide the developmental design specifications or testing/certification equipment necessary to support a competitive procurement, as they are proprietary to Gems Sensors Inc. A firm fixed price contract is anticipated. This requirement to be solicited using commercial, simplified acquisition procedures in accordance with FAR 13.5. All offerors are put on notice that in accordance with FAR 5.203(h), the solicitation will have a response time of less than 30 days.
