lhess@arl.mil The contractor shall provided technical and
administrative support services in the areas of (1) survivability
analysis of US Army electronic systems (2) development and refinement
of counter-countermeasures (CCM), and (3) assessment of Soldier
Survivability (SSv) and Electromagnetic Environmental Effects (E3)
issues associated with US Army electronic systems. The primary focus of
this contract will be to investigate the impact of enemy electronic
warfare (EW) and information warfare (IW) on U.S. Army C4I systems.
Candidate C4I systems subject to investigation will fall into one of
three functional areas C2, IEW or communications. They may include, but
are not limited to AFATDS, ASAS, CSSCS, FAADC2I, MCS, FBCB2, BCIS, GBS,
TUAV, Firefinder Radars, ISYSCON, NTDR, MSE, EPLRS, SINCGARS, JTRS,
GPS, SCAMP, SMART-T and WIN-T systems. The contractor will be directed
by task orders that define specific requirements, deliverables and
schedule. Multiple awards may be made resulting in separate contracts
for part or all of the effort described above. The period of
performance is sixty (60) months. The anticipated award date is
09/30/00. The estimated cost of the requirement is $5M over the 60
months period of performance. The Standard Industrial Code for this
action is 8711 with $4M in average annual receipts for the last three
years as the threshold to determine business size. The security level
for this requirement is secret. The Government is seeking sources in
order to determine who is capable of competing for this requirement.
Hubzone firms, 8(a)s and small businesses are encouraged to respond by
providing supporting evidence of experience and capabilities to the
Contracting Officer within fifteen (15) days of the appearance of this
notice in CBD. Respondees are encouraged to provide detailed, specific
and tailored capability statements for this requirement as opposed to
general information relative to its experience and qualifications. The
Government will also consider suggestions for work function break-out
forseparate awards. The cutoff of 15 days after this notice for
capability statements shall be strictly enforced. The burden of
ensuring that the Contracting Officer has directly received the
capability statement by the 15th day at 4:00 PM ET is entirely the
responsibility of each respondee. If the due date for capability
statements falls on the weekend, then the Monday following the weekend
becomes the due date. In the event that the Government's evaluation of
the capability statements does not reveal a market of at least two
firms within any of the socio-economic strata describe above being able
to perform the objectives of the effort, this procurement will be
pursued on a full and open competitive basis. The final determination
to set this requirement aside for HUBzone firms, 8(a)s, or
small-businesses, based on any information received, is solely within
the discretion of the Contracting Officer. All other interested parties
should respond to this notice to ensure their inclusion on the
solicitation mailing list. Neither telephone requests for the
solicitation, nor facsimile copies of capability statements, shall be
