bill.roberson@fema.gov. The Federal Emergency Management Agency (FEMA)
is currently seeking expressions of interest, comments, and input
regarding it's plans for a competitive procurement of capabilities and
services required for assisting the Federal Insurance Administration
(FIA) in determining the evaluability of specific Areas of Inquiry,
developing a conceptual framework and research design for an evaluation
of the National Flood Insurance Program (NFIP) and provide
recommendations for conducting the evaluation. It is anticipated that
a three (3) year Blanket Purchase Agreement (BPA) will be awarded to a
contractor under the General Services Administration's (GSA) Federal
Supply Schedule program, and will be based on which detailed quotation
provides the best value to the Government. Request For Information
(RFI) EMW-2000-RI-0100, including the draft BPA Scope of Work and draft
Order #1 Statement of Work, is available and may be viewed on FEMA's
World Wide Web site (http://www.fema.gov/ofm/bidinfo.htm). A hard copy
of the RFI may be requested. Additionally, should your firm be
interested in receiving a copy of the Request for Quotations (RFQ), and
potentially submitting a quotation package using your GSA Schedule,
please provide a written request for the RFQ. In addition to your
request for the RFQ, please provide a one page description of past
projects of a similar size, scope, and complexity, that your firm has
completed. All hard copy requests for documents shall be in writing to
the Contracting Officer, and can be faxed on (202)646-3846 or e-mailed
to bill.roberson@fema.gov. Telephone requests will not be honored. It
is contemplated that an RFQ will be forwarded to the firms replying to
the RFI. Your reply to the RFI must be submitted no later than April
