The Center for Substance Abuse Treatment (CSAT), Office of Managed Care (OMC) through the Program Support Center, Division of Acquisition Management, ADP Acquisitions Branch knows of one source, SGR Health Alliance, capable of assisting CSAT in developing strategies of reimbursement by Health Plans and Managed Behavioral Health Organizations for pharmaceutical treatments (e.g., buprenorphine, LAAM, methadone, naltrexone) of alcohol and drug disorders. The tasks involved in developing the strategies of reimbursement include the following: 1) conducting a review of State medicaid and other Government insurance regulations and determining those regulations that need to be altered so that benefits can cover the administration and cost of pharmaceuticals; 2) developing and convening two expert panels of purchasers (private and public), insurers, managed care plan administrators, pharmaceutical benefits managers and managed behavioral healthcare organization managers, in order to explore the administrative and financial obstacles to making medications more available to individuals with alcohol and drug disorders; 3) Constructing a pharmaceutical alcohol and drug benefit model and a benefit model that includes both medications and psycho social services that could be included in private and public plans; and 4) developing a strategic plan to educate purchasers, plan administrators, and corporate and managed behavioral healthcare medical directors about pharmaceutical treatments for substance abuse disorders. The period of performance shall be from date of award through September 30, 2000. SGR Health Alliances extensive knowledge of and work with behavioral health managed care plans, benefit managers, and medical directors; on State and Federal levels, makes them uniquely qualified to provide reimbursement strategies for the Center for Substance Abuse Treatment. The Government intends to negotiate an award on a sole-source basis utilizing simplified acquisition procedures with SGR Health Alliance, 1551 Solano Avenue, Suite A, Berkeley, CA 94707. The authority is 41 U.S.C 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Firms having the ability to satisfy this requirement must submit written notification that demonstrates their ability to do so.
