DESCRIPTION/SPECIFICATION HYBRID ELECTRIC HIGH MOBILITY MULTIPURPOSE
WHEELED VEHICLE (HE HMMWV) TRANSPORTABILITY STUDY STATEMENT OF WORK
(SOW) C.1 GENERAL. C.1.1 As a result of efforts under Contract
DAAE07-00-P-S048 to explore the concept of a HE HMMWV, the U.S. Army
and PM Light Tactical Vehicles (PM LTV) have a requirement to research
and identify transportability issues, and determine potential
solutions for problem areas. C.1.2 As an independent Contractor, and
not as an agent of the U.S. Government, the Contractor shall furnish
the supplies and services necessary to accomplish the efforts required
herein. The Contractor's responsibilities shall include maintaining
control of subcontractor and/or vendor efforts to ensure Government
requirements are met. C.1.3 Meetings. C.1.4.1 The Contractor shall
conduct a Contract Start of Work Meeting within ten days after contract
award. C.1.4.2 The Contractor shall conduct informal project status
meeting(s) with the Government. The purpose of the meeting(s) shall be
to review contractor status and progress. Meeting location, time and
attendance shall be coordinated with the Contracting Officer. C.2.
TASK. The contractor shall research and evaluate various alternatives
that will permit a HE HMMWV to meet the C-130 air transportability
requirements. The contractor shall propose recommendations which
maintain compatibility of all physical, functional and technical
interface with the established system design and definition. This shall
be accomplished without degradation to the established HMMWV system
design and definition as defined in the draft HMMWV System
Specification dated 15 October 1999 unless otherwise approved by the
Government. The contractor shall integrate scientific and engineering
investigations to ensure compatibility of all physical, functional and
technical program interfaces with the established design and
definition. C.2.1 Technical Report. The contractor shall prepare a
technical report in accordance with DI-MISC-80508 and the CDRL. The
report shall include an impact assessment to determine the cost,
schedule, performance, and risks. The contractor shall identify the
results of its investigations and evaluations. Recommendations and
supporting rationale for future course(s) of action to incorporate the
design into production shall be included. Supporting documentation
shall include impact on HE HMMWV production cost estimates (as
initially determined under DAAE07-00-P-S048), calculations, layouts,
drawings, sketches, schematics charts and/or other visual depictions
(including photographs or videos). The report shall also address the
potential impact on Integrated Logistics Support (ILS)
(initial/follow-on provisioning, technical manuals, TMDE, tools,
training, etc.) as well as any anticipated cost associated with the
change. The technical report shall be delivered to the Government
within sixty days after contract award. C.2.2 The expected period of
