Craig, Contracting Officer 410-278-6517 The contractor shall perform a Blast Wave Accelerator Initial Concept Study for the US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD, during the period 01 May thru 30 September 2000. Numerical simulations shall be conducted to demonstrate the feasibility of using the Blast Wave Accelerator (BWA) concept to meet the mission requirements defined by ARL. These mission requirements produce the following operational envelope for the BWA: Launch mass of 1000 to 2500 kg (maximum payload = 500 kg); Launch velocity of 7 to 9 km/s; and Peak acceleration of 50 to 250 kilo-gees. All results and codes will be shared with the ARL. The final document will define a prototype launcher capable of meeting the NASA mission requirements. A follow on computational effort will focus on optimizing the BWA design. The issues that the study will address are: optional projectile (launch mass) geometry, expxlosive energy distribution, e.g. mass of explosive ring mass, ring spacing and detonation timing; effect of fore body design; and sub-caliber projectiles. Deliverables shall be a detailed technical report describing all phases of the effort including computational results and numerical codes. The CFD code used in the study. It is the intent of the Government to award a contract on a sole source basis to Applied Sciences Inc., Austin, TX pursuant to FAR 6.302-1. The proposed contract action is for Special Studies and Analysis -- not R&D for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Quotes may be faxed to (410) 278-6522.
