The Vocational Rehabilitation and Counseling Division shall provide or contract to provide the full range of Evaluation and Planning Services to participants eligible for these services described in 38 CFR 21. The contractor shall perform comprehensive intake interviews with referred eligible veterans under Title 38, Chapter 31. This shall include scheduling activities and data collection with documents under the headings of: VETERANS HISTORY, DISABILITY CONDITIONS, ASSESSMENT OF INTERESTS, APTITUDES AND ABILITIES AND VOCATIONAL EXPLANATION. The purpose of these interviews i to provide VA counseling Psychologists comprehensive, fully inclusive current and historical information to use in: a). Determination of the existence or non-existence of an employment handicap and serious employment handicap; b) making determination of feasibility to achieve employment handicap and independent living related goals; and c) assisting disables veterans to plan a rehabilitation related program of services. Contractor shall provide admissions of tests prescribed by referring VA Counseling Psycholigists, scoring and examiner comments according to the format on VA Form 28 1920c. Contractor shall re responsible for the evaluation process and for taking vetns through the plan development stage i.e. Multiple awards are anticipated in order to successfully satisfy this requirement.
