Technical, Professional and non-personal services for the Navy Family
Service Center locations throughout the Hampton Roads area. The
contractor shall provide a direct client services to include
information and referral, education and training, counseling and
advocacy; plus support services and material necessary to fully achieve
the Navy Family Service Center's mission. The contractor will be
required to provide various types of support: Operational Support
related to deployment and mobilization by preparing service and family
members to better anticipate and understand the physical and emotional
demands associated with deployment. Types of services include
Deployment and Mobilization Support, Return and Reunion Programs,
Ombudsman Training and Support, Crisis Response Services, Life Skills
Education, Personal and Financial Management, Outreach Services, Sexual
Assault and Rape Prevention, Response Services, and Information and
Referral Services. Mobility Support which includes Relocation
Assistance, Transition Assistance, Employment Assistance and
Exceptional Family Member Support. Counseling and Advocacy Support
which includes clinical counseling for individuals families and groups,
victim intervention, prevention education and advocacy on client's
behalf. Management and Technoology Support which includes the
overarching Family Service Center management structure that ensures
high quality human services delivery to include comprehensive
marketing, use of automated information systems, distance learning
technologies, and multi-media human services delivery system. The above
services will be provided at the Navy Family Service Centers in
Virginia at the Naval Base, Norfolk; Little Creek Base,Norfolk; Naval
Air Station, (Oceana) Virginia Beach; Fleet Combat Training
Center,Atlantic, (Dam Neck) Virginia Beach; Naval Weapons Station,
Yorktown (its satellite center which is located at Newport News
Shipbuilding in downtown, Newport News); and at the Naval Security
Group Activity, (Northwest)Chesapeake, Virginia. The requirement will
be solicited under Full and Open Competition in accordance with FAR,
Subpart 6.1. A Firm Fixed Price (Requirements) type contract with Labor
Hour provisions for a base plus four one-year options is anticipated.
The requirement is a follow-on to Contract N00189-96-D-0017 with
Zeiders Enterprises, Inc of Woodbridge, Virginia. The current contract
is due to expire 30 September 2000; therefore, services are to
commence on this requirement, 1 October 2000 and run through 30
September 2001. All responsible sources may submit an offer which shall

currently, suspended, debarred, or otherwise ineligible to receive
