An OMB Circular A-76 cost study of Operations and Support Services at Sheppard Air Force Base (SAFB), Wichita Falls, Texas was announced in Congress in September 1999. The Sheppard Performance Requirements Document (PRD) for the study is now available for release to the public. Please note this release is simply a preliminary draft that will be undergoing numerous corrections and changes. Furthermore, potential bidders should not rely on these drafts to build their proposals, since significant changes are possible. Some of the service areas noted in the PRD are being considered for Small Business Set-aside. These will be identified in draft Request for Proposal (RFP). Comments regarding this draft will be accepted at this time and considered, no responses to said comments will be issued. Discussions are not allowed at this time. The Draft RFP is scheduled for release in May 2000. The Draft RFP will include an updated version of the PRD.
