(808) 473-7509 The Fleet and Industrial Supply Center, Pearl Harbor,
HI, is requesting industry comments on a Pre-expended Bin (PEB)
Operation in support of the Pearl Harbor Naval Shipyard/Intermediate
Maintenance Facility (PHNSY/IMF). This is a SOURCES SOUGHT sysnopsis.
Industry best business practices are welcome. The PEB is a prototype
contractor owned and managed operation. The contractor is to provide
all manning and support for the operations. The operation consists of
supplying approximately 1,722 low dollar, high volume items consisting
of 95 various Federal Supply Classes (FSC). Estimated annual sales are
valued at $2.6 million. The potential period of performance is expected
to be 60-months (5-years). The following information is provided as to
the types of commodities being researched: 1) 551 line items with a
demand greater than 100 per annum are in the following FSCs: 3120,
4030, 4210, 4730, 5305, 5306, 5307, 5310, 5315, 5320, 5325, 5330, 5340,
5342, 5360, 5365, 5510, 5935, 5940, 5975, 5985, 5999, 6515,9330. The
annual demand for these items is 465,853 with an annual frequency of
12,157 orders. 2) 433 line items with a demand less than 100 per annum
are in the following FSCs: 2040, 2835, 3120, 3439, 4030, 4130, 4210,
4320, 4720, 4730, 4820, 5120, 5133, 5305, 5306, 5307, 5310, 5315, 5325,
5330, 5331, 5340, 5342, 5360, 5365, 5510, 5935, 5940, 5975, 5999, 6250.
The annual demand for these items is 18,317 with an annual frequency of
4,609 orders. 3) 20 line items with a demand less than 5 per annum are
in the following FSCs: 5305, 5306, 5310, 5315, 5340, 5940, 5975, 9515.
The annual demand for these items is 2,181 with an annual frequency of
51 orders. 4) 29 line items for miscellaneous hardware are in the
following FSCs: 3040, 4030, 4510, 5340, 5355, 5520, 7910, 7920. The
annual demand for these items is 4,213 with an annual frequency of 614
orders. 5) 42 line items for electrical and lamps are in the following
FSCs: 4240, 5310, 5920, 5925, 5930, 4935, 5975, 5985, 6210, 6230, 6240.
The annual demand for theseitems is 40,812 with an annual frequency of
734 orders. 6) 169 line items for tools are in the following FSCs:
3439, 3455, 4240, 5110, 5120, 5130, 5133, 5210, 5325, 5340, 6230, 7920.
The annual demand for these items is 28,787 with an annual frequency of
3,248 orders. 7) 180 line items for industrial supplies are in the
following FSCs: 3230, 3431, 3439, 3455, 4020, 4130, 4240, 4510, 4930,
4940, 5110, 5130, 5315, 5340, 5345, 5350, 5970, 6135, 6640, 6800, 7510,
8125, 8530. The annual demand for these items is 192,941 with an annual
frequency of 6,509 orders. 8) 96 line items for clothing and safety
supplies are in the following FSCs: 4240, 4249, 5140, 6505, 6515, 6650,
7920, 8305, 8310, 8315, 8330, 8405, 8415, 8430. The annual demand for
these items is 246,727 with an annual frequency of 4,183 orders. 9) 24
line items for painting supplies are in the following FSCs: 8020,
8110. The annual demand for these items is 45,722 with an annual
frequency of 820 orders. 10) 42 line items for cleaning supplies are in
thefollowing FSCs: 6850, 7230, 7290, 7920, 8020, 8105, 8520, 8540,
8950. The annual demand for these items is 71,073 with an annual
frequency of 2,501 orders. 11) 136 line items for office supplies are
in the following FSCs: 5110, 6230, 6675, 7510, 7520, 7530, 7540, 8105,
8115, 8465. The annual demand for these items is 49,772 with an annual
frequency of 3,548 orders. The contractor will be responsible for
approximately six locations located throughout the PHNSY with commodity
specific items for each location to support the artisans on the
waterfront. Space to be provided by the Government. Contractor to
provide storage aid, shelving, etc. Contractor to provide estimated
amount of space required to support operation. Contractor responsible
for keeping bins controlled, organized, and replenished at all times.
(Manning is optional, but issue control is a concern.) An inventory
record keeping is required to support billing purposes, reports, and
statistics. The contractor to provide usage/demand reports monthly per
location. Some form of feedback mechanism to show what stock to
provide is required. Contractor to provide a listing of what stock is
at each location in either hard copy or electronic format. Interested
sources should respond by indicating their ability to meet the
following criteria: (a) substantial experience successfully providing
like services, for similar types of requirements described above at
Department of Defense (DoD) or commercial facilities; (b) demonstrated
success performing as a prime contractor with a total supply system;
(c) capacity to dedicate a single point of contact for this work. Firms
who respond to this notice should provide a point of contact, telephone
number, and e-mail address (if available). Responses should also
indicate whether they are a large business, small business, small
disadvantaged business, 8(a) concern, women-owned small business, in a
HUBzone, or qualify as socially or economically disadvantaged, and
whether they are U.S. or foreign owned. The decision to set aside
award(s) for small business is being considered pending the outcome of
identifying qualified small business concerns, as a response to this
sources sought. Prime concerns must satisfy FAR 52.219-14 (b) (1),
Limitations on Subcontracting, if resulting solicitation is to set
aside for small business concerns. Teaming of capable firms is
otherwise encouraged. Eligible concerns must be capable of assembling
a team of qualified, experienced firms and personnel to support all
aspects of electronic security services described above. Submission
should be made in writing within fifteen (10) days from the date of
this announcement and should not exceed ten (10) one-sided, 8 " X 11"
pages. For this sources sought announcement, submission of any
additional company information (i.e., resumes, sales materials,
brochures, etc.) is strongly encouraged for use in defining the
