COMMERCE BUSINESS DAILY ISSUE OF APRIL 5,2000 PSA#2572SOX AND NOX ANALYSIS SYSTEM SUBJECT: 66 -- SOx and N0x Analysis System.
DESC: The U.S. Department of Energy's National Energy Technology
Laboratory (NETL), Pittsburgh, PA cancels RFQ S0000201 dated
03-FEB-2000 and now intends to issue a new Request for Quotation (RFQ)
for a S0x and N0x Analysis System for simulated coal combustion flue
gases including gas sampling, handling, conditioning, and analysis. The
system being requested is a HORIBA PG-250 Portable Gas Analyzer or
Equal for the analysis of SO2, NO, and NO2 in exit gas stream from a
wet scrubber and a HORIBA PS-200 Sample Preconditioner or Equal with
the following salient specifications: (1) Chemiluminescence NO-NO2-NOx
Analyzer, range 0-2500 ppm, repeatability 1.0% F.S.; drift +/- 1.0%
F.S.; and lineartiy +/- 2.0% F.S: (2) SO2 Analyzer range 0-3000 ppm;
repeatability +/- 1.0% F.S.; drift +/- 2.0% F.S.; and linearity +/-
2.0% F.S.: (3) Sample handling and conditioning system to include: (a)
Sample Pump; (b) Pressure Regulator; (c) Thermoelectric Dryer/Cooler;
(d) Filters; (e) Flowmeters; (f) Necessary fittings, tubing, and
hardware; and (g) Wetted materials to be 316SS, Teflon, or Glass: (4)
Supplemental electronic cooler unit for conditioning gases that are
water saturated at temperatures >40 Degrees C. The Government
intends to acquire a commercial item using FAR Part 12 and Simplified
Acquisition Procedures FAR Part 13.5. Oral communications are not
acceptable in response to this notice. The following clauses are
applicable to subject solicitation FAR 52.212-1 (Instructions to
Offerors), 52.212-2 (Evaluation-Commercial Items), 52.212-3 (Offeror
Representations and Certifications-Commercial Items), and 52-212-4
(Contract Terms and Conditions-Commercial Items). In accordance with
clause 52.212-2, the evaluation factors are as follows: the lowest bid
will be evaluate to ensure that the specifications listed herein have
been met. If so, no further reviews will be done. If not, the next
lowest bid will be evaluated and the review process will continue until
the lowest bid that meets the specifications is found. Quantity is 1
each. Responsible sources may submit a request for the RFQ (Number
S0000342).. The Government intends to award a firm-fixed price purchase
order to the responsible offeror conforming to the items listed herein
and in the RFQ considered to be most advantageous to the Government.
The anticipated award date will be April 21, 2000. Only FAX responses
