which it and all incorporated provisions are those in effect through
Federal Acquisition Circular 97-15. The procurement is 100% Set-Aside
for small business. The Standard Industrial Classification Code (SIC)
is 8742. The small business size standard for this procurement is $5
million. This is a combined synopsis/solicitation for a commercial
service prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The VA Medical
Center, Employee Education System, 10000 Brecksville Road, Brecksville,
OH 44141 proposes to enter into a contract to provide consultation
services in 2 separate services. The FIRST SERVICE is to design and
present three (3) Leadership Institute second week sessions. The second
week of Health Care Leadership Institute is planned for May 22-25,
2000. The date for the specific session during this time frame is May
22, 2000 in St. Louis, MO at Adams Mark Hotel. Other tentative dates
are August 14, 2000 in Pittsburgh, PA or Philadelphia, PA, and a 3rd
session in May 2001 in New Orleans (potentially in the middle of the
country). The SECOND SERVICE is to design, consult and present a
satellite broadcast to the future leaders of VHA concentrating on the
research implications and positive impact of leadership development and
emotional intelligence along the philosophy of the VHA High Performance
Development Model. Location of satellite broadcast is from potentially
EES St Louis location. The EES staff and equipment will be responsible
for the execution of the satellite broadcast. Proposed dates of the
satellite broadcast will be late fall 2000 with re-broadcast rights
within a certain window of time determined by consultant and EES.
REQUIREMENTS: Consultant must have published on the application of
emotional intelligence to executive development and
performance.Consultant must have excellent presentation skills, must
interact with the audience well and role model the use of emotional
intelligence in the presentation. Speaker must be familiar with the
VHA's High Performance Development Model and how the concept of
emotional intelligence aligns with and supports the eight core
competencies of the HPDM. Consultant needs to be conversant with the
research on the impact of emotional intelligence on outcomes, quality
of life, general health, and optimal performance and must be expert in
the physiology of information processing and proven ways to increase
focus attention and mental energy. Finally consultant must be
intimately familiar with and preferably an author of the assessment
instrument for emotional intelligence entitled the "EQ Map." The EQ map
was used as an assessment instrument for participants in week 1 of the
Health Care Leadership Institute and participants will be bridging
back to the leadership implications of the EQ Map through this
identified presentation. The following provisions apply to this

funds Transfer Payment (AUG 1996); 52.215-1 Instructions to Offerors
Competitive Acquisition(OCT 1997); and 52.215-5 Facsimile Proposals
(OCT 1997). Any travel or hotel accommodations are at the expense of
the contractor and must be incorporated into the Contractor's offer.
Contractor proposal shall also contain the information required in
provisions 52.212-1, a completed copy of 52.212-3 and the certification
required in 852.219-70. Please provide your priced proposal for each
session and broadcast seperately with a grand total to your proposal.
Partial proposals are not acceptable. Also, as stated in FAR Clause
52.212-2 the following evaluation factors do apply and are listed in
descending order of importance: (1)Professional Expertise (2)Past
Performance and (3)Price. Offeror's written presentation shall include
information vital to the evaluation factors identified in this
advertisement. Proposals shall be precise, factual, and complete, and
contain a level of detail sufficient to allow VA to evaluate its
organization, history, and services. Documents and forms cited in this

received by April 17, 2000 4:00 local time (EST). Offerors are hereby
