LambertC@state.gov. The United States Department of State, Office of
Foreign Buildings Operations in cooperation with the City of Rio de
Janeiro intends to issue a "Request for Proposals" to qualified
contractors for the construction of miscellaneous street improvements
near the U.S. Consulate Building (COB) in Rio de Janeiro, Brazil. The
work includes the removal of existing sidewalks, roads, curbs, storm
drains, traffic islands, signage, street lighting, trees, shrubs, etc.,
along Ave. Presidente Wilson and Rua Mexico and will include the
replacement of same with new materials in a new configuration. The work
also includes the installation of new concrete bollards on both
streets, two (2) new guard booths and two (2) drop-arm vehicle barriers
on the new service lane created in front of the Consulate Office
Building on Ave. Presidente Wilson. All work will be on public land
(streets and sidewalks) owned by the city of Rio de Janeiro and is
subject to final approval by the City and by U. S. Government
officials. The construction cost is estimated in the range of $1.0
million to $1.5 million U.S. Dollars. The contract period of
performance is approximately 180 calendar days. The contract will be a
negotiated firm-fixed price construction contract, based on the Bill
of Quantities included in the documents. It is anticipated to be
awarded in May or June 2000. To be considered for this work, interested
contractors must demonstrate, at a minimum, that they meet the
following qualifications: 1. The company must currently be and have
been for a minimum of five (5) continuous years immediately prior to
the anticipated award date, a legally established business that is
licensed to perform this type of work and certified by the city of Rio
de Janeiro on their QUALIPAV-RIO program (Programa Municipal de
Qualidade e Produtividade em Pavimenta o, Obras de Arte Especiais e
Drenagem Urbana) to perform civil works projects of this scope and
nature within its city limits. 2. Offerors must have a total
construction business volume of at least $1.5 million per year in three
(3) of the last five (5) years and must demonstrate construction
experience on at least three (3) projects of similar complexity and
value over the past five (5) years. Offerors must list the owner's
name, address, telephone number, and contact person for each project.
Also provide a brief description of each project including scope,
original contract amount, original period of construction, final
contract amount, actual period of construction, and a list of all
warranty period claims valued over $5,000 each. 3. Offerors must
demonstrate that they currently have the financial capability and
resources to undertake and accomplish a project within the funding
range of $1.0 million to $1.5 million U.S. Dollars and be able to
obtain the required performance and payment bonds, or bank letters of
credit or guarantee. 4. Offerors must provide a list of banks or other
lending institutions, which the offeror intends to use in order to
finance this project. 5. All submittals by the offeror must be written
in English. Offeror must certify that if awarded the contract, his
Project Manager assigned to this project is able to communicate in
English. 6. Failure to submit any one of the foregoing in writing will
result in the offeror being removed from further consideration. The
contract will be awarded to the offeror that provides the best value to
the government. Contractors that meet all of the requirements described
above and are interested in submitting a proposal for this project must
request in writing, the "Request for Proposal" (RFP) from the U. S.
Consulate, Av. Presidente Wilson, 147, Rio de Janeiro, no later than 15
days from the date of this publication. Interested firms must then
submit all of the necessary completed proposal forms and qualification
data back to the U. S. Consulate Av. Presidente Wilson, 147 Rio de
