this solicitation to contract for all labor, material and equipment to
construct a 2932 square meter addition to the Physical Fitness Center
at Travis Air Force Base, Fairfield, California. The new construction
consists of structural steel framing, site work, cast-in-place
concrete, reinforced masonry, exterior insulation system, metals, wood
and plastics, thermal and moisture protection, doors and windows,
finishes, specialties, equipment, furnishings, mechanical work,
electrical work, electrical work, and incidental related work, complete
and ready for use. Work also includes the selective demolition of
fixtures, partitions and finishes in the existing building, and
construction of new partitions, doors, ceilings, and finishes in the
areas demolished. The facility will include space for a gymnasium,
weight lifting and ergometric training area, men's and women's locker
rooms/showers/restrooms, and a Health and Wellness Center. The
estimated cost range is between $5,000,000 to $10,000,000. The
construction contract will be awarded using the competitive negotiation
procedures and based on best value to the government using the
trade-off process. Price and technical factors are approximately equal
in weight. The estimated construction cost is between $5,000,000 and
$10,000,000. This procurement is unrestricted. The Standard Industrial
Code (SIC) is 1542 and the related small business size standard is
$17,000,000. The contract will be awarded to the firm providing the
proposal with the best value to the Government using criteria outlined
in the solicitation: (1) Past Performance; (2) Corporate and Key
Personnel Experience; (3) Construction Schedule; and (4) Commitment to
Small Business. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH
THE INTERNET. Plans and specifications will NOT be directly provided in
a paper hard copy format nor CDs. Notification of any changes to this
solicitation will be made ONLY on the Internet site. It is, therefore,
the contractor's responsibility to check the below listed Internet
site daily for any posted changes in this solicitation's plans and
specifications which will be available on or about 27 April 2000.
