PRESOLICITATION NOTICE: The work includes provisions of all labor, materials, and equipment for, repairing and alteration to Hangar 2, "F" Module-Bay Modules 1 through 5, including partial site work, concrete work, concrete masonry unit work, seismic upgrade, finish carpentry, thermal and moisture protection, doors and frames, finishes, specialties, furnishings, mechanical, plumbing, and electrical. Included, but not necessarily limited to provisions of AFFF and enclosure, LAN connection and distribution (less fiber-optic cabling and equipment), re-coating the Hangar Bay flooring, re-roofing "F" and partially "E" modules and re-painting the exterior metal siding. Work also includes removal and remedial work of hazardous materials (asbestos containing materials, lead paint, and PCP light ballasts) and their disposal. All computer controlled equipment shall be Y2K compliance. Contract completion time is 600 calendar days. The estimated construction cost is more than $10,000,000. This procurement is unrestricted. The Standard Industrial Code (SIC) is 1542 and the related small business size standard is $17,000,000. The contract will be awarded to the firm providing the proposal with the best value to the Government using criteria outlined in the solicitation: (1) Past Performance; (2) Corporate and Key Personnel Experience; (3) Construction Schedule; and (4) Commitment to Small Business.
