This is a COMBINED SYNOPSIS/SOLICITATION for a commercial item prepared in accordance with the information in FAR 12.6 and FAR 13.5 supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is DADA10-00-T-0119 is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The solicitation document incorporates the following clauses by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation Commercial Items; FAR 52-212-3, Offeror Representations And Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5 (Dev), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Deviation). This procurement is 100% Small Business Set-Aside. The SIC Code is 4520. The Government seeks to award a Firm Fixed Price contract. This requirement is for One (1) Tractor and Chipper Shredder (Severe Duty) Head, or Equivalent. Specifications are as follows: a. TRACTOR SPECIFICATIONS (Minimum): 1- Minimum 215 HP, 6 cylinder, Diesel Engine; 2- All Wheel Drive; 3- Hydrostatic Transmission; 4- Hydrostatic driven head; 5- Pilot operated joystick control for lift arm functions; 6- 28L x 26 12-ply logger type tires; 7- Reinforced 25 x 26 wheels; 8- 80 gallon fuel tank; 9- AM/FM cassette radio; 10 FOPS & ROPS cab with Lexan windows, tinted; 11- Heat and Air Conditioned Cab; 12- Variable displacement pressure pump (hydraulic) Minimal rating of 52 GPM @ 5000 psi; 13- Minimum 75 gallon hydraulic reservoir; 14- Terrain Control or similar feature which allows cutter head to follow contour of ground independent of thetractor. This is essential feature required for Camp Bullis terrain; 15- Operating gauges, volt meter, hydraulic oil temperature, engine oil pressure, engine water temperature, hour meter, fuel level, start/stop key, audiovisual warning system for engine temperature, oil pressure, low hydraulic oil level, park brake, differential lock engaged and drive filter service; 16- Dual 31 Series batteries. b. Severe Duty (Heavy Duty) Cutter/Shredder Head (Minimum): 1- Minimal cutter head with 8 feet cut width; 2-Minimum of 50 hammers (cutters) with 5 control/attachment rods; 3- Minimum 6 inch diameter tree continuous cutting/shredding capability; 4 Capacity to cut/shred/grind 12 inch diameter tree overall; 5 Hydraulic hoses, couplings and connection for tractor hydraulics; 6 Hydraulic cylinders for lift and control of chipper head, as required; 7 Connectors, pins, links, couplings, etc., required to attach chipper head to tractor. c. All safety features and 36 month, 4000 hours full machine warranty required. Quotes are due back no later than 4:00 p.m. CST on 21 Apr 2000.
