a Request for Proposal (RFP) of a U S Army requirement for accelerating
the EPLRS RT's deliveries on the full rate production Contract No.
DAAB07-97-C-C775 with Raytheon System Company (RSC), Fullerton CA. A
sole source negotiation with Raytheon System Company (formerly Hughes
Aircraft Co.) is proposed for this Acquisition pursuant to FAR
6.302-1(b), only one responsible source. The Government does not posses
adequate technical data to define the performance or interface
requirements for EPLRS that precludes a competitive acquisition. RSC is
the developer, manufacturer and current supplier of the various EPLRS
configurations. This acquisition is for an additional Line Item to be
added to this contract for additional non-recurring effort to increase
the EPLRS RT production rates. These non-recurring expenses shall be
based upon additional test equipment, facilities and subcontractor
factilization to support the increased production rate. A firm fixed
price line item is proposed to provide for incentive payments to the
Contractor for every fifty (50) EPLRS ADDSI RTs delivered in advance of
the current contract delivery requirements. For the purpose of
calculating the incentive payments under this line item, the ADDSI RT
contract delivery requirements shall be based on the cumulative
delivery quantities required as of 30 April 2000. (801 each), 31 July
2000 (1161each), 31 October 2000 (1541 each), and 31 January 2001 (1966
each) for CLINs 0001, 0002, and 0008 combined. Therefore the Contractor
shall be entitled to invoice and receive an incentive payment for every
50 ADDSI RTs delivered in excess of the contract delivery quantities
that are due on the above dates. This notice is published for
