notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). This announcement constitutes the only solicitation;
offers are being requested and a written solicitation will not be
issued. This notice is being issued as a Request for Offer (RFO) for:
One 3-D Laser Doppler Anemometer System, documentation, installation,
and training in accordance with the following requirements: The
Contractor shall furnish a velocity measurement system capable of
measuring three components of velocity using one probe head that is
capable of operating in backscatter mode. This requirement means that
the probe head serves as both a transmitter and a receiver. The system
shall use fiber optics to transmit laser light from the laser into the
test region. The system shall be based on laser Doppler anemometry
theory. In addition, it shall have the ability to measure spray drop
sizes when appropriate. For this capability, the system shall have an
additional receiver that will allow NASA to make
off-axis-forward-scatter measurements. For NASA's application, expect
maximum flow velocities of about 150-m/s and drop sizes up to about
150-mm. The following specifications, Dantec or equal, are for the
components necessary to make single-probe laser-Doppler-velocity
measurements, plus the necessary equipment to make drop size
measurements in addition to three-dimensional velocity. The system
shall be compatible with existing Government-owned equipment listed
below. The major components consist of transmitting and receiving
optics, real-time signal processors, computer system, and data
acquisition and analysis software. Installation and training shall be
provided. A. Transmitting and receiving optics 1. Laser beam color
separator, containing appropriate optics to separate the
Government-owned Argon-ion laser into threecolors: 2 beams @ 476.5 nm,
2 beams @ 488.0 nm, and 2 beams @ 514.5 nm. One beam of each color to
be shifted in frequency using a 40MHz driver. Minimum coupling
efficiency to fiber of 80%. Dantec 60 X 41, or equal. 2. 5-beam fiber
optic probe, which takes the beams from the color separator via
single-mode, polarization-preserving optical fibers which have a
minimum length of 20 meters to the experiment location. The probe also
is to contain a multimode receiving-fiber that transmits the scattered
light to the detectors/receiver module. The probe should be sealed to
prevent contamination to the fibers. Dantec 5402-01, or equal. 3.
Focusing lens for probe, focal length of 500 nm, nominal. 4. Focusing
lens for probe, focal length of 300 nm, nominal. 5. Receiver for phase
Doppler measurements (needed to make drop size measurements) a.
Receiving probe, 60mm diameter, with 20 meter optical cable. Dantec 57
X 40, or equal. b. Detector unit to include optics and
photomultipliers to enable measurement of three velocity components and
drop size. c. Lens for receiving probe, focal length of 400 nm,
nominal. B. Signal processor The signal processor should have the
following minimum requirements, Dantec BSA F70, or equal: -- 160 MHz
maximum input frequency -- 120 MHz bandwidth -- 8 bandwidths -- 16-bit
velocity over selected bandwidth -- 8-bit sampling of Doppler burst --
user-selectable burst validation level -- FFT signal processing --
Burst detection based on signal-to-noise ratio and amplitude --
Integrated frequency shift -- Photomultiplier power and amplifiers
included -- Ethernet interface to computer C. Software Data acquisition
and analysis software, 32-bit, that runs under the MS Windows NT
operating system. The software must be capable of fully controlling the
measurement and hardware setup configuration. The software shall allow
the user to be able to set up and control a Government-owned traverse
system based on the Unidex 500 controller, manufactured by Aerotech.
The software shall be able to provide "real-time" analysis and display.
It shall provide on-line displays to monitor for example, data rates,
data validation, velocity, drop size, and to view the Doppler signals
as with an oscilloscope. The software shall provide the user the
ability to make 2D plots in typical plotting formats: line, scatter,
vector, histogram, etc. The software shall also provide the capability
of performing interpolations on the data, performing
fast-Fourier-transforms, and auto- and cross- correlation routines.
Dantec 62N30, 57S11, and 57S12, or equal. D. Computer Pentium-based
computer having the following minimum requirements: -- 450 MHz
processor -- 128 MB RAM -- 10 GB hard disk -- 1.44 MB floppy disk drive
-- CD-ROM drive -- 17" color VGA monitor -- Windows NT operating system
-- One additional ISA slot E. Ancillary equipment Provide laser power
meter and alignment tools to make setup and optimization of the overall
system. F. Installation, Documentation and Training The Contractor
shall install the system at the NASA Glenn Research Center, Cleveland,
Ohio within 30 days from delivery. Actual dates and time for
installation shall be via mutual agreement between NASA and the
Contractor and shall be Monday-Friday 8a.m. to 4:30p.m. The Contractor
shall furnish 1 set of operations manuals with the system which, as a
minimum describe the proper operation of the system. The Contractor
shall train NASA personnel in the safe operation of the system upon
completion of its installation. The training shall demonstrate that the
system performs the functions for which it is being obtained to
perform. The provisions and clauses in the RFQ are those in effect
through FAC 97-15. The SIC code and the small business size standard
for this procurement are 3829 and 500, respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to NASA Glenn Research
Center is required within 90 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above are due by April 11, 2000, 4:30p.m.
GRC local time and may be mailed or faxed to NASA Glenn Research
Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, (216)
433-5489 and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, description of items
offered per 52.212-1, and be signed by an authorized company

NASA is not responsible for non-receipt of faxed offerors due to
mechanical malfunctions or other reasons. Quoters shall provide the
information required by FAR 52.212-1. If the end product(s) quoted is

"Buy American Act -- Supplies," the quoter shall so state and shall
list the country of origin. Quoters must provide copies of the
