linda.whitlock@langley.af.mil. BACKGROUND: The U.S. Air Force, Air
Command (ACC), Langley AFB, Va., is tasked with the requirement to
provide radars for use at eleven (11) Tethered Aerostat Radar System
(TARS) sites. Currently, we operate a DPS-5 radar at the Cudjoe Key, FL
site, and TPS-63 radars at six (6) sites, and an L88A at four (4) other
sites. POTENTIAL NEED: The purpose of this announcement is to identify
and locate sources fully capable of providing radars for an upcoming
requirement. The proposed system must operate within the 275K and 420K
aerostat design parameters and not alter airborne characteristics. The
system, to include radar and antenna, cannot exceed 1,300 pounds in
weight. The system must interface with airborne support equipment
currently fielded in the (TARS) network. The radar system must be
capable of detecting a 2m2, Swerling Type I target, with an average
Probability of Detection (Pd) greater than or equal to 75%, within the
surveillance volume. The surveillance volume is defined as 13-200 NM,
from 500 ft AGL to 2000 ft above the operating altitude of the
aerostat. The aerostat maximum altitude is 15,000 ft MSL. Additionally,
the modified or new radar system must provide our customers with _same
or better_ performance. We have a need for three _operational radars_
and three _hot spares_ (mock-ups). We anticipate procuring these
assets during the FY01-06 budget cycle and procure one unit each year
as funds become available. ACC is accomplishing market research in an
attempt to promote full an open competition to the maximum extent
practicable and to define our requirement in terms that will encourage
potential offerors to supply commercial items and/or services, if
possible. The sources sought and resulting market research information
will be used to support this procurement effort. We invite all
qualified sources to participate in this market research in support of
the ACC mission. If you have an interest in this requirement, you are

present or previous experience with supplying this requirement. In
addition, specify if you would like to meet with ACC representatives to
