The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to non-competitively, issue an Indefinite Delivery/Infinite Quantity (ID/IQ) contract with fixed pricing, for acquisition of a maximum quantity of CLIN 0001 -- 30 each, 32 Port Low Level Serial (LLS) Matrixable switches, MPS-32; CLIN 0002 -- 20 each, 32 Port Parallel switches, MPP-32; and CLIN 0003 -- 5 each, LLS Time of Day (TOD) Multiplexers, MPX-856; from X-COM, Inc., 8809 Sudley Rd., Suite 202, Manassas,VA 20110. This acquisition is to fulfill the mission of activating forward fit AEGIS baselines and baseline upgrades at the Surface Combat Systems Center (SCSC), the AEGIS Computer Center (ACC), and the AEGIS Training and Readiness Center (ATRC) in support of DDG 65 through DDG 90 ships. These switches will complement the existing X-COM hardware at the various Virginia land based sites. This procurement must be sole source based on the requirement to be compatible with the pre-existing tactical circuitry and to support interchangeability with existing in-line hardware components at the various sites. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures (SAP) will be used in accordance with FAR 13.5. The solicitation number is N00178-00-R-2016 and is a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15, dated 25 February 2000. The Standard Industrial Classification code is 3679, with a size standard of 500 employees. The applicable DPAS rating is DO-A7. Delivery shall be FOB destination to Address #1: Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100; and Address #2: Commanding Officer, SCSC, Building V-10, Wallops Island, VA 23337-5000. The initial order of switches shall be delivered by 29 September 2000. Delivery under additional orders shall be within 60 days of issuance of order. Additional delivery orders under the proposed contract may be placed for a period of two (2) years from the date of contract award. The following provisions and clauses are in effect: Clause 52.212-1 Instructions to Offerors -- Commercial applies to this solicitation and is incorporated by reference. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all of the specifications for each CLIN at the overall lowest cost, and has a satisfactory past performance history for providing the same items. The offeror shall provide with its offer a list of at least three examples of previous sales of the requested items with a description of the item, quantity, contract number, date, name of organization, point of contact, and telephone number. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition and is incorporated by reference.
