notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation is issued as a request for quotation (RFQ) for a Bit Error
Rate Test Set (Transmitter and Receiver) with the following features:
1. Handles Serial and Parallel (8-bit) Input/Output (I/O). 2. Operates
at Rates up to 3.6 Gbit/sec. 3. I/O offers Amplitude, Offset, and
Delay Adjustments: Compatible with Transistor Logic (TTL), Emitter
Coupled Logic (ECL), Positive Emitter Coupled Logic (PECL) Levels. 4.
Transmitter Contains Built-in Pseudo-Random Patterns. 5. Transmitter Is
Programmable -- Accepts User-Defined Patterns. 6. Keyboard and ethernet
card. 7. Error location analyzer. The provisions and clauses in the RFQ
are those in effect through FAC 97-15. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP), FAR Part
13. The Government intends to acquire a commercial item using FAR Part
12. The SIC code and the small business size standard for this
procurement are 3826 and 500 employees, respectively. "Number of
employees" is a measure of the average employment of a business concern
and means its average employment, including the employees of its
domestic and foreign affiliates, based on the number of persons
employed on a full-time, part-time, temporary, or other basis during
each of the pay periods of the preceding 12 months. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to GRC is required within
45 days ARO. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9. Two copies of the quotations for the
items(s) described above are due by Wednesday, April 12, 2000, at 1:00
p.m. local time and may be mailed or faxed (one copy is sufficient if

Quoters shall provide the information required by FAR 52.212-1. Award
will be based upon overall best value to the Government, with
consideration given to the factors of proposed technical capability of
the item offered to meet the Government requirement, price and past
performance; other critical requirements (i.e., delivery) if so stated
in the RFQ will also be considered. It is critical that offerors
provide adequate detail to allow evaluation of their offer (see FAR
52.212-1(b)). Quoters must provide a copy of the provision at FAR
52.212-3, Offeror Representation and Certifications -- Commercial Items

Transfer-Other than Central Contractor Registration. If the end
product(s) quoted is other than domestic end product(s) as defined in
the clause entitled "Buy American Act-Balance of Payments
Program-Supplies," the quoter shall so state and shall list the country
of origin. The following provision are incorporated in full text in
this solicitation: Compliance with Veterans' Employment Reporting
Requirements (February 1999) By submission of its offer, the offeror
represents that, if it is subject to the reporting requirements of 38
U.S.C. 4212(d) (i.e., the VETS-100 report required by Federal
Acquisition Regulation clause 52.222-37, Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era), it has submitted the most
recent report required by 38 U.S.C. 4212(d). (End of provision)
