support of The United States Air Force National/Regional/Local
Advertising program . Organization: AETC Contracting Squadron, Randolph
AFB TX. Format of procurement: will be conducted in accordance with
AFFARS 5315.3, Median Source Selection Procedures. Synopsis CBD
Category: 99 -- Miscellaneous. For the purposes of this acquisition,
the Standard Industrial Code (SIC) code is 7311. The business size
standard is $5 million. This acquisition is for all advertising
products and ancillary services necessary to meet the three U. S. Air
Force objectives: to (1) enable the Air Force to attract America_s
finest young people by generating more leads for the recruiting force;
(2) instill pride in current USAF members by portraying their vital
contribution to national defense; and (3) build and maintain informed
public support for the U.S. Air Force. The Air Force_s annual budget
for advertising services is estimated to be $50 million. The
mobilization/orientation period will be from 1 Nov 00 to 31 Jan 01,
with base period of 1 Feb 01 -- 31 Jan 02. In addition to the basic
period, the Government intends to include six (6) 1-year options with
an additional 6-month option beyond the contract period. It is the
Government_s intention to award three contracts for a
national/regional/local advertising campaign plan for a firm-fixed
price. Based on a best-value evaluation of the three
national/regional/local advertising campaign plans, one contractor will
be selected as the Air Force_s full-service advertising agency for the
base period and any options, if exercised. This resultant contract
will be a hybrid requirements contract of fixed-price-award-fee and
cost-plus-award-fee. The Government intends to issue an unrestricted
(full and open) solicitation. Large businesses will be required to
submit a subcontracting plan with their proposal using electronic mail.
All interested business concerns shall as early as possible indicate
interest in this acquisition by providing the company name, mailing
address, phone number, and electronic mail address to the contracting
officer. Finally, all prospective offerors, including small businesses,
shall provide your last three years fiscal years_ financial statements
and any other information relative to FAR 9.104-1 to facilitate a
responsibility determination. Prospective offerors must have the
financial backing to defray mobilization and substantial operating
costs until services are rendered and accepted and DFAS can provide
payments. All responsible sources may submit a proposal, which shall be
considered by the Government. The estimated solicitation release date
is 24 Apr 00. A pre-proposal conference may be scheduled at Randolph
AFB for 8 May 00. Past performance is due on 12 May 00. Proposals will
be due on 24 May 00. Internet and e-mail capabilities are required.
Central Contract Registration (CCR) is mandatory. Thus, offerors will
