NASA/GRC plans to issue a Request for Quotation (RFQ) for Assistance in Modeling and Testing of High Temperature Electronic Packaging Materials and Components This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from United Technologies Research Centerof East Hartford CT. The services shall be purchased on a cole source basis under the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulations part 6.302-1(b)(1)that is; unique supplies or services available from only one source or only supplier with unique capabilities. UTRC is one of our co-proposers of GRC NEPP High Temperature Electronic Packaging Proposal. Therefore,t he selection of GRC NEPP proposal by NASA (JPL) is partially based on the participation of UTRC. The services are notavailable within the Government and UTRC has unique expertis in the field of of high temperature electronics and electronic packaging, especailly, in modeling and testing as documented in contributions to High Temperature Electronics, CRC Press, 1997. UTRC is the only known industry reserach center which has extensive expertise in harsh environment space/aeronautic electronics and packaging technologies enhanced by using physics of failure reliability modeling of electronic systems, circuit/system simulation and CAD tools. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4-14-00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
