issuing a solicitation to conduct an A-76 cost comparison study for
Hanscom's Education and Training Services to be performed at Hanscom
AFB, MA, its tenant units, Geographically Separated Units, and other
off-base activities. Any resultant solicitation may include the
following, subject to change depending on varying mission requirements:
1) Perform education services management and operation, including
processing Air Force tuition assistance requests and professional
military education (PME) enrollment; 2) Provide advisement services, to
include career and college/degree program advisement and Community
College of the Air Force (CCAF) advisement, 3) Administer civilian
training programs, to include the processing of DD Forms 1556;
maintaining long-term training programs; supporting locally-mandated
civilian training courses; 4) Administer formal training programs, to
include Defense Acquisition University programs, Undergraduate Pilot
Training, Squadron Officers School, Air Command and Staff College, and
Air War College; 5) Administer the installation EMIS small computer
software training program to include scheduling and customer relations;
6) Maintain education and training records and provide various records
and reports. The duration of this contract, with all options, is
anticipated to be five years. This acquisition will be conducted IAW
FAR Part 14.5 -- Two Step Sealed Bidding. Copies of the draft RFTP
documents and updated information are posted on the Hanscom Electronic
Bulletin Board (HERBB) at http://www.herbb.hanscom.af.mil . Industry
comments are highly encouraged during the draft phase. The formal
Request for Technical Proposal (RFTP) will also be issued
electronically. HERBB will be used as the primary source of document
distribution. All companies who are registered for business
opportunities on the Education and Training Services HERBB site will
automatically receive an e-mail every time there is an update to that
web site or a file is added. The government does not intend to award a
contract on the basis of this notification or otherwise pay for any
infomation or inquiry. This synopsis does not constitute a request for
technical proposal, and is not considered to be a commitment by the
government. This acquisition is full and open competition. SIC Code
8299, Schools ad Educational Services, Not Elsewhere Classified
(N.E.C.), small business size standard $5.0M, will be used for this
acquisition. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
