REQUEST FOR QUALIFICATIONS 00-RFQ-2492-ET FOR GENERAL "ON CALL"
ARCHITECTURAL/ENGINEERING CONSULTANT SERVICES Qualifications will be
received by Contracts & Procurement Department of the Bi-State
Development Agency of the Missouri-Illinois Metropolitan District for
the provision of GENERAL "ON CALL" ARCHITECTURAL/ENGINEERING CONSULTANT
SERVICES. The required areas of individual discipline are: 1.
Architecture 2. Landscape Architecture 3. Project Integration 4.
Environmental Assessment 5. Hazardous Material Assessment 6. Graphic
Design 7. Interior Design 8. Traffic Planning and Analysis 9. Surveying
10. Civil Engineering 11. Mechanical Engineering (includes HVAC,
Electrical, Plumbing, Fire Protection) 12. Structural Engineering 13.
Industrial Engineering 14. Geotechnical Engineering 15. Materials
Testing 16. Computer and Data Support 17. Geographic Information System
(GIS) Support 18. Communications Systems Engineering 19. Track
Engineering 20. Signal System Engineering 21. Traction Power System
Engineering Qualifications will be evaluated based on the following
criteria, listed in order of importance: a) Experience with public
projects and working with government funded projects. b) Overall design
quality (for design and engineering firms) or quality of work product
and services (for other disciplines). c) Experience on transit projects
or with transit agencies. d) Experience of key personnel. e) Capacity
of firm to do the work. f) Budget performance. g) Schedule performance.
h) Disadvantage Business Enterprise participation. i) Small Business
Enterprise Selection of the successful firm(s) will be made based on
the Brooks Act. The Brooks Act requires that an offeror's
qualifications be evaluated; price to be excluded as an evaluation
factor; negotiations to be conducted with only the most qualified
offeror(s); and failing agreement on price, negotiations with the next
most qualified offeror are conducted until a contract award can be
made to the most qualified offeror whose price is fair and reasonable.
A pre-selection list (shortlist) of the most qualified firm(s) will be
established for further consideration. The most qualified firm(s) will
be selected and will enter into a "retainer" contract for a period of
five (5) years with the Agency. As projects are approved, individual
"task orders" will be negotiated. Award(s) will result in a firm fixed
price contract. The Scope of Service Types and attachments will be
made available upon request, beginning Wednesday, April 19, 2000 by

to 314/982-1558. A Pre-Qualification Conference will be held at 2:00
p.m., Tuesday, May 9, 2000 at the Bi-State Development Agency's 6th
Floor Board Room located at 707 North First Street, St. Louis, MO
63102. Qualifications will be accepted for an individual discipline or
a combination of disciplines. Firms replying to the request for
qualifications are to submit a Letter of Interest and SF-254,
Architect-Engineer and Related Services Questionnaire and SF-255,
Architect-Engineer and Related Services Questionnaire for Specific
Projects in original and six (6) copies, and mailed to the attention of
Ms. Ellen Towe, Bi-State Development Agency, Contracts &
Procurement, 3rd Floor, Mail Stop 131, 707 N. First Street, St. Louis,
MO 63102. Deadline for submissions is 4:00 p.m. CDT, Monday, May 22,
2000. Handcarried submissions may be placed in the wooden box located
in the Agency's lobby at the security desk. Firms must identify their
submissions by annotating 00-RFQ-2492-ET in the lower left hand corner
of the submission envelope. The Disadvantaged Business Enterprise
(DBE) goal will be determined on a per project basis. The Agency is
committed to maximizing DBE participation. All DBE firms are invited to
fully participate as a primary firm. For IDOT funded projects, the
following clauses are required: The right is reserved to accept any bid
or any part or parts thereof or to reject any and all bids. Acceptance
of any bid is subject to concurrence by the Illinois Department of
Transportation. Any contract resulting from these bids is subject to
financial assistance contracts between the Bi-State Development Agency
and the Illinois Department of Transportation. Contractor will be
required to comply with all applicable Equal Employment Opportunity
