703-516-1961 17. The U.S. Department of State (DOS), Office of
Logistics Management, on behalf of the Office of Foreign Buildings
Operations, is seeking registered or licensed electrical consulting
firms to perform professional engineering services at Foreign Service
posts worldwide. Selection shall be made in accordance with Federal
Acquisition Regulation (FAR) Part 36 for Architectural and Engineering
services. Up to four indefinite quantity/indefinite delivery contracts
(IQCs) will be awarded. At least one of the contracts will be set aside
for small business. The small business size standard is $4 Million or
less based on the annual average gross revenue of a firm which has been
in business for three or more complete fiscal years. If a large
business is selected, it will be required to submit a small, minority,
and disadvantaged business subcontracting plan. Each contract will
guarantee $10,000 in orders over the life of the contract. The maximum
dollar value of the contract shall be $1,000,000 for the base year and
each option year. Contract duration shall not exceed five years. The
total contract value shall not exceed $5,000,000. Other disciplines
which may be required for performance of this contract include, but are
not limited to, mechanical, HVAC, plumbing, life safety, structural
(including seismic), civil, fire alarm, physical and technical
security, telecommunications cabling system, radio frequency (RF) and
acoustical shielding and architectural. The successful firms shall
provide electrical engineering expertise and services at existing
facilities at various Department of State (DOS) offices overseas.
Services may include resolution of difficult electrical engineering
problems; electrical site surveys; electrical designs for renovations,
additions, upgrades, and demolition; and other technical work.
Surveys/designs include electrical distribution, generation, and
utilization equipment: circuits and feeders; lighting/devices; incoming
service; grounding; RF and acoustical shielding; uninterruptable power
supplies; telecommunication cabling system; PCB abatement; short
circuit protection; coordination of overcurrent protective devices;
load analysis; power factor; harmonics and other power quality
analyses; life cycle; and other cost analyses. The selected firms shall
be responsible for developing cost estimates and bills of materials, as
well as providing inspection, quality assurance/control, and testing
services at construction sites and/or equipment manufacturers'
facilities. In addition, the professional engineering firm will be
required to perform design, constructability, biddability,
maintainability, and operability reviews of drawings, specifications,
calculations and documents. As part of the survey/design work, the
professional engineering firm shall be required to prepare written
reports, drawings, specifications, estimates, data, complete
construction packages, and other documentation. For performance of this
contract, the following personnel will be required: principal engineer
; senior electrical engineer; junior electrical engineer; field
inspector (electrical); estimator (mainly electrical); project.
manager; specification writer (mainly electrical); electrical quality
control; and CADD technician. Projects shall be designed in metric
units. Construction documents shall be submitted with AutoCAD R 13 or
14 files in DOS format for each submission. The successful offerors,
including entities which comprise joint ventures, must possess or be
capable of obtaining Secret facility security clearances issued in
accordance with the National Industrial Security Program Operational
Manual, DOD 5220.22-M, prior to contract award. Safeguarding capability
for Secret classified information will also be required. Personnel
performing on this contract will be required to possess Secret
personnel security clearances issued by the Defense Security Service.
The DOS will sponsor the selected firms for a clearance. Firms/teams
responding to this announcement on or before the closing date will be
considered for selection using the following evaluation criteria (100
points maximum): a) Professional qualifications necessary for
satisfactory performance of the required services. This includes, but
is not limited to, the education and qualifications of electrical
personnel who will work on this contract 30 pts; b) Specialized
experience and technical competence in the type of work required,
including experience in energy conservation, pollution prevention,
waste reductions, and the use of recovered materials. This includes,
but is not limited to, the firms' past electrical and managerial
experience in design, site surveys, and inspection of facilities- 15
points; c) Capacity to accomplish the work in the required time. This
includes sufficiency of staff and technical resources available for
this contract and not committed to other contracts; the firm's current
and future workload; the ability to accomplish the work with minimum
oversight by DOS; an Organization Plan; an Internal Quality Assurance
Plan which includes key personnel and their responsibilities and
identification of the primary office that will have responsibility for
projects and the staff assigned to that office by discipline 15 pts;
d) Specialized experience and technical competence in physical and
technical security design for telecommunications cabling systems, RF
and acoustical shielding systems and their associated power systems 15
pts; e) Past performance on contracts in terms of cost control,
quality of work, and compliance with performance schedules. (Although
previous or ongoing performance of a similar if U.S. Government
contract is not a requirement for firms responding to this
solicitation, if such contracts have been performed, the offeror must
have performed at a satisfactory level, at a minimum. For each project
identified in the responses to evaluations criteria, provide the name,
address, and current telephone number of client representative and
identify which members of the firm participated in the project 10 pts;
f) Previous experience with overseas projects and knowledge of foreign
building codes and standards and construction practices 15 pts. Each
evaluation factor must be addressed under a separate heading. Firms
which are short listed will be required to submit a sample quality
control plan, a sample section of grounding specifications, two full
size drawings (lighting plan and power plan), calculations and other
items. Up to four of the most highly qualified firms will be selected.
Contract award will be contingent upon the negotiation of a fair and
reasonable price for hourly rates. Electrical engineering firms that
meet the requirements of this solicitation are invited to submit two
copies of Standard Form 254, Architectural/Engineer and Related
Services questionnaire and two copies of Standard Form 255,
Architect/Engineer and Related Services questionnaire for specific
projects. All submittals must be received by 4:00 p.m. local time on
