Contracting Command Korea (USACCK) plans to release a solicitation for
C4I on or about July 2000. This is a PRESOLICITATION NOTICE. The
Contractor shall furnish all necessary skilled personnel, management,
transportation, tools, test equipment and repair parts, except to the
extent Government-Furnished parts are provided for systems engineering,
integration, installation, testing, training, operation and maintenance
for LAN, WAN, and VTC systems in support of the Global Command and
Control System (GCCS), GCCS-Korea (GCCS-K), GCCS-Army (GCCS-A), GCCS
Top Secret (GCCS-T), Theater Secure Video System-Korea (TSVS-K) and
Command Information Display System (CIDS), installed at various
locations within the Republic of Korea, and out side of the Korean
peninsula. The contractor will also provide systems, network, database,
and security administrative support functions on C4I/WAN/LANs. The
contractor will ensure that all installations of WAN/LAN/VTC equipment
and systems are in compliance with applicable regulations and
specifications, and will support the accreditation/certification
process for these systems. The contractor will also ensure that all
installations/modifications to existing sites meet quality control
standards. The contractor will provide 24 hours a day/7 days a week
technical assistance/warranty repair. The basis of award will be Best
Value. The anticipated contract type will be a ID/IQ Requirements-type
FFP contract. The period of performance is 5 years with an estimated
value from $8 million (in the first year) up to $100 million. The
target award date is December 2000. The minimum-security clearance
requirement of repair and administration personnel is "ROK/US
SECRET"for GCCSK, TSVS-K and CIDS. The minimum-security clearance
requirement for repair and administration personnel is US/SECRET for
GCCS and GCCS-A. GCCS-T support personnel require a US/TOP SECRET
