Administration intends to issue a purchase order on a sole source basis
for the maintenance and associated costs for FDA pilot plant equipment
and for FDA use of non-FDA owned equipment. FDA's pilot scale food
processing and packaging equipment is located at the Illinois Institute
of Technology [IIT] Moffett Campus. Making this equipment available is
an integral part of FDA's commitment to participation in the National
Center for Food Safety and Technology. The equipment is under the
terms of a CRADA between FDA and IIT making the equipment available to
all participants in the NCFST for food safety and quality research,
either collaborative or independent. IIT is the only source of the
services under this requirement because the work must be performed in
accordance with the University's safety standards and requirements.
Moreover, IIT utility services are the source of utilities needed to
operate the equipment and must be monitored and maintained by IIT
