The Fleet and Industrial Supply Center Norfolk Detachment Washington
intends to acquire under a 100% Small Business Set-Aside, Contractor
support to the Multimedia Support Center (MSC) at the United States
Naval Academy (USNA). The MSC is the audiovisual/multimedia/classroom
support activity for USNA, with primary responsibility to support the
faculty and staff in the education and training of midshipmen. The MSC
will also support USNA research activities as a vital communication
method to disseminate information, to improve morale, and to train
personnel in supporting the mission of the Naval Academy. Except as
provided in the solicitation the Contractor shall provide all labor,
equipment, tools, materials, supervision and other items or services
necessary to perform the work, primarily at the USNA. The contractor
shall be required to accomplish some services at locations other than
USNA within the terms of this contract. The contractor will be
responsible for the complete management, staffing, and operations of
the MSC at the government-owned facility. Duties will include, but are
not limited to: management and planning of a year-round operation;
full-time staffing service desk; production of and training for
staff/shipmen in graphic arts products; media and video productions
that include attending concept conferences, shooting, editing, dubbing,
duplicating; operation of the visual library, inventory control and
maintenance of all government furnished equipment (audio/visual,
overhead projectors, cameras, automated data processing hardware and
software); and educational television distribution. Anticipated period
of performance is one (1) base year, four (4) one-year options, and
one (1) additional 6 months period in accordance with the
specifications in the solicitation, commencing approximately 1 October
2000. A site-visit and pre-proposal conference is scheduled for 12
April 2000. Only two (2) company representatives will be allowed to
attend the site visit and pre-proposal conference. Reservations must be
