Research Center plans to issue a competitive Request for Proposal (RFP)
under the SBA's 8(a) set-aside program for an Indefinite Delivery,
Indefinite Quantity (IDIQ) contract for technical, engineering, and
scientific services. Requirements will be issued as individual task
orders in the areas of aeronautics, microgavity science, space power
and propulsion, and related science and technology. Deliverable items
will primarily consist of techical reports, but a limited amount of
test hardware fabrication, possibly including space flight hardware,
will likely be required. It is planned that this cost-reimbursement
contract will be for a base period of 3 years with options to extend
for up to 7 additional years. Subject to agency approval, the
performance incentive would be "Award Term," under which the contractor
would be rewarded with additional length of contract based on its
performance. This contract will replace two existing contracts,
NAS3-27600 and NAS3-98008, held by Analex Corporation and Dynacs
Engineering Company, respectively. Currently, approximately 250
full-time scientific and engineering personnel are employed in support
of the tasks that will be consolidated under the GESS contract. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. The SIC Code and Size Standard are 8731 and 1,000
employees, respectively. The anticipated release date of a draft RFP is
on or about May 8, 2000 with the final RFP released on or about June 6,
2000. The anticipated proposal due date is on or about August 1, 2000.
All qualified, responsible, and certified 8(a) sources may submit a
proposal which shall be considered by the agency. An ombudsman has been
appointed. See Internet Note "B". The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or
PowerPoint 4.0) format and will reside on a World-Wide Web (WWW)
server, which may be accessed using a WWW browser application. The
