The proposed simplified acquisition is for services for which the Dept of Energy intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by April 18, 2000 will be considered by the Government. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Gladstein and Associates (G&A) will provide support for DOE's Clean Cities Coalitions by creating outreach/educational materials, technical, policy-related, outreach and event coordination support. G&A will work with local media to explain the importance of alternative fuels, the role of the Clean Cities program in promoting AFV's and to publicize AF fleets. G&A will assist in developing and planning events, support and securing sponsorships for, and making presentations at the 2000 Clean Cities Conference in San Diego, CA and other regional and state-wide conferences. This includes technical support and presentations in the heavy-duty transit and school bus alternative fuel vehicles. Provide presentations to Clean Cities Coalitions (nationwide) as required.
