Briggs, Contracting Officer, 360-396-0251 DESC: NOTE: THIS SOLICITATION IS LIMITED TO 8(a) FIRMS MEETING THE REQUIREMENTS LISTED BELOW. The Engineering Field Activity has a requirement for multiple general construction projects including new construction of structures and facilities; housing renovation, alteration and repairs; and demolition. Specific projects may include, but are not limited to, HVAC and window replacement, electrical systems, fire alarm systems, interior/exterior wall repairs, concrete work, and pier structural repairs. Projects may be fully designed or design-build in nature. The Standard Industrial Classification Code (SIC) is 1541, but may include lesser work under SIC code 1522 and special trade requirements under Major Group 17. The related small business size standard is $17M. EFA N.W. intends to procure subject construction services through the establishment of Basic Ordering Agreements (BOAs) and task orders thereunder from qualified 8(a) firms. Competition for this procurement is limited to eligible 8(a) firms located in Washington State, are 8(a) participants in good standing, serviced by an SBA office outside of Washington State, but having a Bona Fide branch office in Washington State (as defined by the SBA). Based on a technical competition, the Engineering Field Activity N.W. intends to select from three to six 8(a) firms who demonstrate the highest technical qualifications. Technical criteria for selection will consist of, 1) Past Performance, 2) Past Experience relative to the types of work noted herein. Engineering Field Activity N.W. may select more than 6 firms depending on the qualifications of participating 8(a) firms. Those 8(a) firms selected shall receive a BOA and compete with other selected 8(a) firms for future projects within the scope of the BOA. Competition for individual projects may be on the basis of price only or best value. The estimated duration of the BOA is three years with an estimated value of $14 million over the three-year duration. Individual projects are estimated to range from $100K to $5M in value.
