building contractors wishing to be considered for Prequalification for
a Construction -- Cost Reimbursable with a Negotiated Guaranteed
Maximum price contract. The new construction project will be located at
70th and Lindbergh Boulevard, Philadelphia, PA. The total construction
estimates for this project are in the range of 125 to 150 million
dollars. The scope of work will be divided into two phases. Phase 1
will be the construction of advanced site development work, including
demolition of existing structures and installation of site utilities
and improvements on a 50 acre postal owned site. Included in Phase 1
will be contractor's participation in the review process of the
Architect-Engineer's construction document development. Phase 2 will be
the construction of approximately 1 million gross square foot
Processing and Distribution Center and 25,000 gross square foot Vehicle
Maintenance Facility. All areas and scope are approximate; exact areas
will be denoted on the plans andspecifications to be issued with the
request for proposal. Project will include Material Handling systems
that will require contractor's coordination of on-site construction
activities and schedules with other Postal Service contractors. The
total period of construction for Phase 1 will be 210 calendar days. The
total period of construction time for Phase 2 will be 730 calendar
days. Only the most highly qualified contractors will be prequalified.
To be considered for Prequalification the firm submitting the
qualification statement must be financially capable; five years
experience as a construction contractor; comparable projects completed
or ongoing within the past seven years. Comparable projects are
defined for the purpose of this advertisement as "light industrial use"
buildings constructed for processing and/or distribution operations
with a minimum building footprint of 400,000 GSF and/or a construction
cost of 60 million dollars or more. Demonstrate experience working in
the Philadelphia, PA area. Demonstrate experience in performing cost
reimbursable guaranteed maximum price contracts. Contractors
Qualification Statement will be evaluated in accordance with the
following criteria listed in order of importance: Experience, Past
Performance and Capabilities (Organization, Safety, Backlog, Financial
Capability, Responsibility Verification). The Postal service intends
to issue a Request for Proposal to Prequalified firms only. The Postal
service will select the offeror that provides the Best Value, taking
into consideration technical and cost related factors. Primary
consideration will be given to superior technical or management
features rather than the lowest overall cost. Prequalification packages
are available now and may be obtained by sending a written request to
