repairs to one hundred and thirty-four (134) family housing units
located at Andrews Air Force Base, Clinton, Maryland. This project
includes two (2) phases. Phase one (1) work includes: providing
improvements and repairs to fifty-six (56) family housing units,
including fifty-four (54) three-bedroom units in sixteen (16) buildings
and two (2) four-bedroom units in one building located on Spruce Court,
at Andrews Air Force Base, Clinton, Maryland. Phase two (2) work
includes: providing improvements and repairs to seventy-eight (78)
family housing units, including sixty-four (64) three-bedroom units and
fourteen (14) four-bedroom units located at Andrews Air Force Base,
Clinton, Maryland. This procurement will be conducted utilizing source
selection procedures and may result in award of one or more
fixed-price construction contracts. Best value evaluations of proposals
received will determine whether there will be one or two contracts
awarded. Evaluation of proposals will be based on price, and non-price
items, including Relevant Experience, Work Plan, and Past Performance.
Interested firms will be required to provide a written technical
proposal addressing the scope and criteria set forth above. Firms will
also be required to provide a separate price/financial proposal.
Contractors will be evaluated based on their submitted proposals. The
proposals shall also indicate the experience and qualifications of any
team subcontractors, as well as those of the prime. Firms shall
provide financial disclosure to assure that the company's financial
capacity is adequate to support the requirements of the contract. The
selected firms may be subject to an advisory audit performed by the
Defense Contract Audit Agency. The contract performance period is 375
days for Phase One (1) and 545 days for Phase Two (2). The estimated
cost range exceeds $10 Million. Solicitation issuance April 19, 2000.
Proposals due May 19, 2000. The site visit information will be included
in the solicitation. Per the Debt Collection Improvement Act of 1996,
the Defense Federal Acquisition Regulation Supplement (DFARS) has been
amended to require all contractors to register in the Department of
Defense (DoD) Central Contractor Registration (CCR) Database. Be
advised that failure to register in the CCR makes an offeror ineligible
for award of DoD contracts. Information regarding this registration may
be obtained by accessing our website at www.ccr2000.com or by referring
to DFARS Subpart 204.73. Offerors should submit verification of their
firm's registration in the CCR Database with their proposal. THIS
SOLICITATION IS ADVERTISED ON AN UNRESTRICTED BASIS. NOTICE TO LARGE
FIRMS: a subcontracting plan is required prior to award. The SIC Code
for this project is 1521 and the Small Business size standard is $17
million. In accordance with FAR 5.102(a)(7), the solicitation will be
available for download free of charge via the Internet World Wide Web

CD-ROM of solicitation WILL NOT be provided by the Government. This
solicitation is available in electronic format only. All documents will
