The contractor is to provide all labor, approved materials, equipment, supervision and incidental related work necessary to install telephone and local area network (LAN) cable. The work includes outside cable plant installation (both aerial and underground) and internal premise wiring (including copper and fiber optic cable). SIC Code 1623; Size Standard: $17,000,000.00. The contract minimum is $5,000.00 with an estimated range of more than $10,000,000.00. Contract term is for a base with four options, and a provision for the option to extend services. The contract will be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering Price and Technical evaluation factors. The following evaluation criteria have been established: Factor 1, Specialized Experience, Past Performance and Subcontracting; Factor 2, Project Management; Factor 3, Quality Control; and Factor 4, Price. Factors 1, 2, and 3, when combined, are approximately equal in importance to Factor 4. Factors 1, 2, and 3 are approximately equal to each other in importance. This requirement is being solicited as unrestricted and there will be no provisions for small disadvantaged preference. Offerors will be required to submit a subcontracting plan as part of their proposal. Award of this contract is under FAR 52.216-27, SINGLE OR MULTIPLE AWARDS (OCT 1995), which means that the Government may elect to award a single contract or multiple contracts.
