IS A 100% SMALL BUSINESS SET-ASIDE. The Coast Guard has a requirement
for Unlighted Foam-filled Steel River Buoys used in the coastal and
inland navigable waters of the United States. These Aids-to-Navigation
(AtoN) steel river buoys shall be fabricated in accordance with USCG
Specifications and are characterized as follows: 1) Unlighted; 2)
Radar-reflective or Tall type; 3) 4th or 6th Class; 4) Nun or Can upper
body shaped; 5) Red or Green in color; and 6) Polyurethane foam
filled.. First article testing and approval will be required. A
preaward survey may be performed to ascertain manufacturing capability.
Estimated annual requirements are from 6,200 to 7,150 buoys. It is
anticipated an Invitation for Bid (IFB) will be issued late April 2000
with sealed bids due 30 days after issuance of the IFB. The resulting
contract will be a Firm-Fixed-Price Requirements-type contract with a
base year and four option years. To receive a solicitation, interested

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
