This is a Combined Synopsis/Solicitation for commercial items prepaired in accordance with format in FAR subpart 12.6, as suplemented with additional information included in this noitce. This procurement is Set-Aside for Small Business. All responsible sources may submit and offer. This announcement constitutes the only Solicitation, proposal are requested and a separate written Solicitation will not be issued. Solicitation number: Q68869-005-5028, applies and issued for proposal. This Solicitation will conduct and incorporate provisions and clauses that are those in Acquisition Circular: 97-16 and Defense Acqusition Circular 92-13 (correction), The standard Industrial code (SIC) is 3519 and business size is 1,000. This acquisition is being conducted in accordance with FAR 12 and in conjunction with FAR 13 Simplified Acquisition Procedures, 100% Set-Aside. Closing Date: 17 April 00, Time: 12:00 PM, Pacific Time. The government intends to Purchase the Following Diesel Engine Rebuild Service under theSimplified Acquisition procedures. Engine overhaul of two (2) Cummins 6CTA M2 8.3L Marine Diesel Engines, S/N 44898960, S/N 448991164. In accordance with manufacture specification. Government personnel will deliver craft to contractor. Contractor will remove each engine from craft, overhaul, dynomometer (dyno) test and install both engines back into craft in operational conditional. Government representative will be at contractor place of business for the dyno tesing. Contractor shall provide a technican to conduct sea trials with Government personnel for a minimum of two (2) hours. 1. All parts and procedures will be to manfacturers specifict- ions. Statement of Work: Remove engines from craft., Strip, clean, inspect and magneflux cylinder block and machine block to manfacture (OEM) specifications, Replace all bearings and install new cylinder liners., strip, clean, inspect, magneflux cylinder head. Machine head to (OEM) specifications. Replace or recondition valves, valve guides and seats to 0EM specifications., Strip, clean, inspect, magneflux engine crankshaft. machine and polish crankshaft to OEM specifications., Acid clean, inspect and test oil cooler, aftercooler, and main heat exchanger., bench test injection pump and repair as necessary to OEM specifications., Rebuild or replacefuel injector nozzeles. Clean, inspect, calibrate and bench test nozzles to OEM specifications., Rebuild turbocharger., Rebuild or replace starter and alternator., Rebuild or replace raw water pump., Inspect camshaft and replace if necessary., Inspect repair or replace valves., Inspect repair or replace all rocker levers, pushrods and cam followers., Inspect, overhaul or replace connecting rods., Replace pistons, rings and lines with new., Replace all seals and gaskets with new., Replace engine water pump with new., Replace oil pump with new, Replace all hydraulic, oil and water hoses with new., Replace all belts with new., Replace all fuel, water and oil filters with new., Replace hour maters with new., Replace all sender units with new., Replace all thermostats with new., Dynomometer test each engine. Break-in and test engines to meet all factory ratedhorsepower and speed. Supply dyno report with each engine to government representative and government representative will be at contractors place of business to observe each dyno test of engines., Paint engines to OEM specifications., Install engines in each craft. Ensure all gauges, alarms and related sysytems are restored to operational condition., Contarctor supply technician for two-hour underway sea trails of each craft., provide all warranty information on parts and labor on each craft.
