NASA/Goddard Space Flight Center (GSFC) plans to issue a draft Request
for Proposal (RFP) for mechanical systems engineering services in
support of GSFC's Applied Engineering and Technology Directorate and
Suborbital and Special Orbital Projects Directorate. This procurement
is a follow-on effort to requirements currently being performed under
contracts NAS5-32940 and NAS5-32650. Potential offerors are encouraged
to comment on all aspects of the solicitation, including requirements,
schedules, proposal instructions, terms and conditions and evaluation
approaches, including any unnecessary or inefficient requirements.
Services required will include the study, design, development,
fabrication, integration, testing, verification, and operations of
space flight and ground system hardware and software, including
development and validation of new technologies to enable future science
missions. Specific requirements will be defined via task orders issued
by the Contracting Officer to perform in the following areas for
components, subsystems, systems, science instruments, spacecraft, and
missions including Space Shuttle payloads (attached and free-flying),
Expendable Launch Vehicle (ELV) payloads, aircraft and balloon
payloads, and Space Station payloads as well as ground support
equipment, simulators, non-flight models, and prototypes: Mechanical
and multidisciplinary analysis and design (preliminary and detailed);
Fabrication; Assembly; Integration; Test and Verification; Test
instrumentation; Data systems management; Launch, On-orbit,
Post-launch, and Post-flight operations; Research and Technology unique
to system development; Parts and Materials; Technical Facilities
Support; Documentation; Logistics; Maintenance; Performance Assurance;
Systems Safety; Thermal Engineering; Contamination Engineering and
Control Methodology; Feasibility studies; Project management; and
Systems engineering. This procurement is a total small business
set-aside. See Note 1. The SIC Code and Size Standard are 8731 and 1000
employees, respectively. The Government anticipates awarding one or
more Cost-Plus-Award-Fee, Indefinite-Delivery/Indefinite-Quantity
(IDIQ) contracts with effective ordering periods of up to five years
and one month. Historically, GSFC has acquired these services on
several contracts with annual ordering in excess of $50M per year. The
anticipated release date of Draft RFP5-55117-236 is on or about April
5, 2000. Interested parties will be given two weeks to provide
comments. Comments on the Draft RFP are not mandatory. The use of
industry comments to structure the final RFP is at the discretion of
the Government. Any subsequent RFP will be synopsized prior to its
release. In accordance with FAR 52.215-3, Request for Information or
Solicitation for Planning Purposes (OCT 1997), the Government does not
intend to award a contract on the basis of the Draft RFP or to
otherwise pay for the information solicitated. The provisions and
clauses in the RFP are those in effect through FAC 97-15. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. The DPAS rating for this procurement is DO-C9. An
ombudsman has been appointed. See Internet Note "B". The draft
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a
