OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP
SOLICITATION AND AMENDMENTS. IT IS THE OFFEROR'S RESPONSIBILITY TO
MONITOR THE INTERNET SITE FOR THE RELEASE OF THIS SOLICITATION AND
AMENDMENTS, IF ANY. The Cancer Prevention Studies Branch (CPSB),
Division of Clinical Sciences (DCS), National Cancer Institute (NCI)
requires that the contractor provide: biomedical computing support for
staff members in the Cancer Prevention Studies Branch. Specific needs
include: 1) support for new studies, including but not limited to the
following activities: development of technical approaches, schedules,
and specifications to meet the requirements as stated by the Project
Officer; manual data editing, accounting, and keying functions and
writing computer edit, update and analysis programs associated with
various "live" data collection studies; develop stratified block
randomization forms and assist in the design of data collection
instruments required for new protocols; develop instruction manuals for
data collection and coding activities and train personnel at
participating institutions on the proper coding techniques; perform
quality control of data and interact directly with the participating
institutions to resolve data errors; 2) support for completed studies,
including assistance in data base management, data analysis and
modifications to existing systems. Creation of subset data files for
statistical analysis and the generation of descriptive statistics
through the use of existing analysis packages such as SAS, S+, SPSS or
BMDP; 3) systems analysis, design, programming, testing,
documentation, and maintenance support for computer systems to support
CPSB investigators. Systems development support will be required for
statistical analysis, data management, and internet/JAVA design and
development applications. Mathematical and statistical systems
development and utilization of statistical packages such as SAS, SPSS,
S-Plus and BMDP to support CPSB analytical projects; 4) the design,
development and implementation of specialized data management software
necessary to support the Branch's biomedical research activities; and
5) the provision of datatech services, such as forms management,
coding, transcribing, on-line and off-line key data entry, editing,
file management, documentation, and program maintenance support for
CPSB studies. Provision of daily courier service between the
contractor's facilities and CPSB's offices. This is a new requirement,
and is set aside for small businesses only. It is anticipated that one
cost reimbursement contract will be awarded for a five (5) year period.
The RFP N02-SC-17018-30 will be issued on or about April 24, 2000, and
proposals are due approximately 30 days after the issue date. No
