The NASA/Goddard Space Flight Center (GSFC) is planning to issue a Draft Request for Proposal (RFP) for VLBI services to the Laboratory for Terrestrial Physics (Code 926). The effort will be performed on-site at the Goddard Space Flight Center, Greenbelt MD. The proposed services include providing the following: 1. Coordination of VLBI experiments including requesting and scheduling of observing and correlating resources. 2. Generation and distribution of observing schedules and procedures and retrieval of observing logs. 3. Developing, implementing, documenting, and maintaining Field System software and procedures associated with Mark III, Mark IV, VLBA, S2 and various K4 data acquisition operations at field stations. 4. Implementation and maintenance of VLBI stations including logistical support, preparation of standard and custom software, travel, verification of readiness, training, trouble-shooting, and assistance in data acquisition. 5. Preparation of experiments for correlation and processing ofcorrelator output into data bases suitable for geodetic/astrometric analysis. 6. Retrieval of VLBI data from other analysis centers and from IVS Data Centers. 7. Analysis and monitoring of station, correlator, and source performance. 8. Calibration and analysis of geodetic, astrometric, and special purpose VLBI sessions and other radio interferometric data. 9. Timely generation of VLBI results for Earth orientation, troposphere, celestial reference frame, and terrestrial reference frame. 10. Archiving, posting, and distribution of VLBI data and results. 11. Advancement of the VLBI technique in the areas of instrumentation, calibration, modeling, algorithms, analysis, optimization, comparisons, combinations, and ancillary data. 12. Design, development, testing, implementation and maintenance of software and data files for scheduling, data monitoring, data handling, calibration, modeling, analysis, report generation, visualization, archiving, data distribution, web site, and utility functions. 13. Development and maintenance of geodetic/astrometric capability of AIPS. 14. Support of IVS activities including the Coordinating Center, the Coordinating Center Director, the CORE Operations Center, the Network Coordinator and Analysis Center. 15. Documentation of Mark III/IV VLBI systems. 16. Technical liaison services to various elements that support SGP activities and operations. 17. Preparation of scientific reports, presentations, and papers. This procurement will be conducted via a competitive small business set-aside. The SIC Code and Size Standard are 8731 and 500 employees, respectively. This procurement is not for a commercial item subject to FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. A contract is contemplated for this effort, whose total term including options, is planned not to exceed five years. This procurement is a follow-on effort to requirements currently being performed under Contract NAS5-32331. The purpose of this notice is to perform a market survey. Specifically, the results of this notice are expected to validate the small business set-aside decision by confirming that there are small businesses (including small disadvantaged businesses, women-owned small businesses, HBCU's and OMI's, and qualified HUBZone small business concerns) that possess the technical capability to perform this effort as prime contractors. It is requested that capability statements that specifically address your capability to support the VLBI procurement be submitted to the point of contacts below, on or before April 28, 2000. To facilitate a prompt review by the NASA team, a one (1) page summary shall be affixed to the front of the capability statement submitted which identifies for the evaluator, by page and paragraph, your company's relevant capability. It is insufficient to provide only general brochures or generic information. Your response must specifically address your capability regarding the VLBI procurement. Copies of your capability statements must not contain company-sensitive information. A draft Statement of Work (SOW) for the VLBI procurement has been posted on the World Wide Web. It is essential that you read it before preparing your capability statement. Interested parties will be given two weeks to provide comments. Providing comments to the Draft RFP is not mandatory. The decision to include industry comments in the final RFP is at the discretion of the Government. Any subsequent RFP will be synopsized prior to its release. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the Government does not intend to award a contract on the basis of the Draft RFP, or to otherwise pay for the information solicited.
