The Defense Logistics Agency (DLA), Defense National Stockpile Center (DNSC), is soliciting quotes under FAR Part 12 from qualified offerors for sampling and chemical analyses of 451 lots/sub-lots of cobalt granules and rondelles, stored in barrels, kegs, drums, and cans at various Government locations in NY, IN, WV, NJ and OH. The Government intends to solicit and award a firm, fixed-price contract with a performance period of nine (9) months from the date of award. Award will be based on best value. Certification of the offeror by the Minor Metals Trade Association (MMTA) as a sampler and analyst of cobalt is required. A certificate or other documentation verifying this requirement must be provided to DNSC in order for the offeror to be considered for award. In addition to MMTA certification, other non-price evaluation factors, in descending order of importance, are: (1) experience of sampling personnel; (2) experience of analysts; (3) past performance; and (4) sampling and analytical methods and equipment that will be used. All evaluation factors, other than cost or price, when combined are more important than price. Offerors are advised to review the solicitation carefully and to provide all requested information for evaluation purposes. The proposed contract is 100% set aside for small business concerns under SIC Code 8734; size standard is $5.0 Million. The solicitation is expected to be issued before the end of April 2000.
