NASA/MSFC plans to issue a Request for Quotation (RFQ) to Standford
University, Varian Bldg, Dept of Physics, Standford, CA 94305-4060. The
Principal Investigator (PI) will will clean, refurbish and test the
MSSTA x-ray optical components and mount systems. Damaged components
will be replaced and new multilayer coatings prepared as needed to
obtain the required high-resolution images at selected narrow wavebands
in accordance with theoretical flux and throughput calculations. PI
will deliver a final report detailing predicted system throughput and
bandpass at wavelengths of selected chromospheric and coronal lines.
Completed components will be tested at selected wavelengths at the SSRL
or NIST synchrotron facilities and integrated into MSSTA rocket skin
for transport to the White Sands Missile Range in preparation for
launch. Start Date: 45 days ARO Period of Performance: 1 Year Final
Report: 10 Copies NASA/MSFC intends to purchase the items from Stanford
University, the authority for other than full and open competition is
FAR 6.203-2. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. Interested organizations may
submit their capabilities and qualifications to perform the effort in
writing to the identified point of contact not later than 4:30 p.m. CST
on April 20, 2000. Such capabilities/qualifications will be evaluated
solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
not to compete this proposed effort on a full and open competition
basis, based upon responses to this notice is solely within the
discretion of the government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
