The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida intends to issue a sole source purchase order to Craft Engineering, Hampton, VA to develop methods to enhance Underway Replenishment (UNREP) capabilities for both U.S. Navy and MSC ships. This includes the development of the Improved Fuel Flow Control System (IFFCS). This acquisition is unsuitable for full and open competition as Craft Engineering designed the system and software algorithm and the knowledge base would require a new contractor an extensive, debilitating learning curve and due to the short time frame for this to be delivered it would be too costly and too timely to award to any other contractor.
