B -- SCIENTIFIC AND ENGINEERING ANALYSIS TO SUPPORT NASA/GSFC This procurement was originally synopsized on August 31, 1999 under Submission Number 374950. No responses were received. However, due to an increase in the estimated requirements and the significant time that has elapsed since the original synopsis, this requirement is being synopsized again. The purpose of this proposed procurement is to obtain scientific and engineering analyses to support NASA/GSFC and Agency-Wide planning, program execution, and program performance evaluation. The proposed acquisition will provide NASA with timely, objective, non-advocacy inputs to plan, execute, and evaluate effective technology investment programs at NASA/GSFC and Agency-Wide. In order to successfully carry out this goal, NASA/GSFC plans to issue Request for Proposal (RFP)5-10281-232 for independent scientific and engineering analysis in support of various programs at the Goddard Space Flight Center (GSFC) and NASA Headquarters. NASA/GSFC intends to procure these services from The Aerospace Corporation, El Segundo, California. The statutory authority permitting other than full and open competition is 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1, only one responsible source. The period of performance will be 5 years, which will include 3 basic years and two, one year options. The Aerospace Corporation is uniquely qualified to provide the support required because of their 38 years of experience in developing engineering and analysis tools that cover such diverse disciplines as astrodynamics, nanotechnology, communications, and orbit operations. The breadth and depth of the skill base available from The Aerospace Corporation encompasses every technical area required for execution of successful NASA programs. This is not available from any other source that is not directly or indirectly involved in the design, development, and operation of NASA programs. The Aerospace Corporation scientists and engineers are recognized world-wide as leaders in their respective fields which cover all space related technical disciplines, including experts in earth science remote sensing, cost estimating, and project evaluation. Of paramount importance to NASA is the independence and objectivity that The Aerospace Corporation is able to provide, since they have no bias or predilection to any particular hardware and/or software design or approach. The highly technical nature of the support required by NASA presents the need for access to a diversity of technical hardware, software, operation skills, extensive databases, and information sources. The ability to obtain, integrate, and protect proprietary information from domestic, foreign, and international contractors without fear of disclosure is a requirement for providing this support due to the levels of proprietary information involved. 1852.215-84 -- Ombudsman. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Firm date for receipt of offers will be stated in the RFP. All qualified responsible sources may submit an offer, which shall be considered by the agency.
