synopsis/solicitation for a concessionaire requirement prepared in
accordance with AFM 64-302, Nonappropriated Fund Contracting. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. All
responsible offerors may submit a proposal which, if received in a
timely basis, shall be considered by the agency. The government
encourages small business having the capability to provide these
services to participate. The contractor shall establish and operate a
catering concession. This will be a full-service catering operation at
Fort MacArthur Community Center to authorized patrons. The contractor
shall provide all personnel, equipment, tools, materials, supervision
and other items and services necessary to provide catering services
and a bar operation. The catering services include food, services, and
entertainment. The prices will be competitive with caterers in the
area providing like items. The contractor will obtain all permits; give
all necessary notices; pay all fees and taxes; and comply with all
municipal, state, and national laws. The catering company will also
abide by the rules, ordinances, and regulations, and any publication
published by the military relating to public health and applicable to
provide catering services. The contractor must provide products and
services of quality acceptable to the Nonappropriated Funds
Instrumentalities (NAFI) manager. The duration of the contract period
is base year (beginning 1 June 2001-31 May 2002) to include four option
years. Prospective bidders will open the attached Statement of Work
(SOW) to be more familiar with the requirements. The evaluation
